Tijani noted that this initiative addresses one of the biggest bottlenecks in global AI innovation—the severe lack of access to high-performance computing infrastructure. The national shared computing platform, operated by Galaxy Backbone and supported by the Gates Foundation, will provide researchers, startups, government agencies, and various innovation entities with the computing power necessary to develop, test, and deploy advanced AI applications, according to Nigeria's Ministry of Communications, Innovation, and Digital Economy.

The Nigeria AI Scaling Hub has been positioned as a national platform that brings together researchers, startups, government departments, academic institutions, development partners, and private enterprises to accelerate the adoption and scaling of AI technologies. The hub plans to facilitate the transition of mature AI solutions from pilot stages to large-scale deployment by opening up shared computing infrastructure, fostering collaboration within the innovation ecosystem, and strengthening partnerships that advance national development priorities.

The launch also marks the official start of the "Scaling AI for Development" (SAID) challenge. This competition connects government agencies with Nigerian AI startups to develop practical solutions using artificial intelligence to address specific public sector challenges. The program aims to encourage the deployment of locally developed AI technologies to improve public service quality and strengthen Nigeria's growing digital innovation ecosystem.

The initiative is implemented with support from multiple partners, including the Gates Foundation, the Lagos Business School at Pan-Atlantic University, and Galaxy Backbone. The Ministry of Communications, Innovation, and Digital Economy stated that the establishment of NAISH reflects Nigeria's broader vision of building an open, inclusive, and globally competitive AI ecosystem to drive innovation, economic growth, and digital transformation across multiple sectors.
