Brazil's ANTT Approves 25 Operators for Infrastructure Sustainability Program

en.Wedoany.com Reported - The National Land Transport Agency (ANTT) approved the preliminary selection results for Level 1 of the Infrastructure Sustainability Program (PSI) this Thursday (2nd). The decision involves 15 highway concessionaires and 10 railway concessionaires, with an additional six highway companies required to provide further documentation due to pending items.

The PSI aims to encourage sustainable practices. Companies that meet the requirements of the Ministry of Transport and the regulatory agency can gain access to new revenue sources or specific financing mechanisms, including the issuance of incentive bonds, for investments in decarbonization or climate adaptation. The program was created under a regulatory sandbox model and features three levels: Level 1 is a prerequisite for issuing bonds; Level 2 allows companies to allocate up to 2% of their revenue growth incentives to sustainable investments; and Level 3 enables the regulatory agency to analyze projects exceeding this limit. Director Felipe Queirós stated that, given the innovative nature of the proposed ranking methodology, it was decided to test the program in an experimental regulatory environment first.

The technical department's analysis includes verification of qualification documents, engagement of independent auditors, assessment of the structure of Sustainability Performance Parameters (PDS), calculation of the Sustainable Development Index (IDS), and correlation checks between evidence and verification reports. Queirós emphasized that the regulatory agency is only responsible for formal steps such as document checks and does not verify the technical value of the evidence, a responsibility that remains with the independent auditor. ANTT confirmed that IDS scores will not be disclosed at this stage, as the results are "illustrative" and will be uniformly released on December 4th, according to the schedule established by the Superintendence of Sustainability, Personnel, and Innovation (SUSPI), and in compliance with the General Data Protection Law (LGPD). This decision does not preclude other concessionaires still under technical analysis from joining in the future, with the administrative appeal period ending on July 17th.

On the highway side, 15 concessionaires are preliminarily eligible, including Nova Rota do Oeste, Via Cristais, Ecovias Minas Goiás, Ecovias Cerrado, Ecovias Rio Minas, Ecovias Ponte, Way 153 (Rota Sertaneja), Way 262 (Rota do Zebu), Way 364 (Rota Agro), EPR Litoral Pioneiro, Via Araucária, Motiva Pantanal, RioSP, Ecovias Araguaia, and Via Costeira. Additionally, Arteris Fluminense, PRVias/Motiva Paraná, Via Brasil, Ecovias Capixaba, Via Sul, and Via Campo have pending documentation items, and the regulatory agency confirmed that supplementary analysis will continue without affecting the normal progress of the process.

On the railway side, ANTT approved preliminary results for 10 concessionaires: Ferrovia Tereza Cristina, MRS Logística, Rumo Malha Paulista, Rumo Malha Central, Rumo Malha Norte, Rumo Malha Sul, Estrada de Ferro Carajás, Estrada de Ferro Vitória a Minas, Ferrovia Norte-Sul, and Ferrovia Centro-Atlântica. According to the rapporteur, all companies met the qualification criteria stipulated in the tender notice and are eligible to participate.
