en.Wedoany.com Reported - The Russian government has published a draft decree proposing to supplement the responsibilities of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Ministry of Digital Development), granting it the authority to coordinate the application of artificial intelligence technologies in key economic sectors and public administration.
According to the explanatory document, the draft was prepared by the Ministry of Digital Development based on a resolution by Prime Minister Mikhail Mishustin. The document proposes adding new provisions to the regulations of the Ministry of Digital Development, specifying it as the federal executive authority responsible for formulating and implementing state policies and legal regulations in the field of artificial intelligence, as well as the development, application, and use of technology solutions based on artificial intelligence (including trustworthy AI technologies). It also involves formulating and implementing state policies in the development and support of technology solutions based on artificial intelligence, and in developing the computing capacity required to perform tasks in the field of artificial intelligence.
The new powers cover multiple aspects. In terms of data processing, the ministry may create, develop, configure, and adjust automated data processing solutions based on the federal state information system "Unified Information Platform for State Data Management System" to ensure information processing, visualization, and analysis functions, including the application of artificial intelligence technologies. The ministry will also form datasets for such technologies and maintain, update, and process relevant data within the unified information platform.
In terms of guidance and regulation, the ministry will develop recommendations on performance and effectiveness indicators for the creation, development, and application of technology solutions based on artificial intelligence in public administration, economic sectors, and social fields. At the same time, the ministry will draft normative legal documents covering the development, application, use, and security assurance of technology solutions based on artificial intelligence, support for AI developers, development of computing infrastructure (including the construction and modernization of data centers and determining procedures for accessing their computing resources), and determining the parameters and conditions for students and staff of scientific and educational institutions to access existing and federally funded computing capacities.
Additionally, the ministry must identify priority economic sectors for accelerating AI application, propose measures for developing international cooperation in the field of artificial intelligence, analyze the development of large foundational AI models, review educational standards that include the training of AI professionals, and ensure that the unified digital platform "GosTech" provides AI technologies to users.
