en.Wedoany.com Reported - The Ministry of Public Works and Communications (MOPC) of Paraguay is advancing an infrastructure investment plan through 2028, totaling $5.5 billion, covering areas such as roads, water supply and sanitation, transportation, and education. In the first half of 2026, 3.2 trillion guaraníes ($530 million) were executed, equivalent to 45% of the current year's financial plan. This figure includes certificates for completed works and other commitments, which, although not appearing in the approved budget, correspond to actual completed projects.

In the second half of the year, MOPC has a portfolio of projects pending bidding, covering road infrastructure and housing. Tender No. 6/26 involves the rehabilitation and maintenance of National Highway PY22 (Concepción-Vallemí section, San Lázaro, and connecting roads (Road 4)), spanning 181.4 km, with a budget of 819.864 billion guaraníes, under the framework of the development bank CAF. Bid reception and opening are scheduled for July 15 at 9:00 AM. Another PY22 route tender amounts to 269.224 billion guaraníes, including a 13.10 km connecting road to the Paracel plant site, with bid reception on July 16 at 9:00 AM. MOPC has also issued a public tender for housing worth 355.16 million guaraníes, funded by the Inter-American Development Bank (IDB), with bids received in early August.
In terms of connectivity and road infrastructure, a $3 billion allocation is planned over the next five years, aiming to position Paraguay as a multimodal logistics hub. Planned projects include completing Sections 2 and 3 of PY15, PY09 (via a public-private partnership model), PY12 ($180 million), border checkpoint expansion ($45 million), the Silvio Pettirossi route ($243 million), PY01 ($430 million), PY19 ($180 million), the Pilar Bridge and PY20 ($237 million), PY17 ($220 million), the PY05 corridor, the PY03 concession, Puerto Indio ($44 million), PY10, and the PY06-PY07 section ($320 million).
In water supply and sanitation, the plan has $525 million already financed, with an additional $1.09 billion in the planning stage. Projects include Aductora Norte ($230 million), Ciudad del Este works ($200 million), Ypacaraí ($460 million), the Metropolitan South Zone ($400 million), Mariano Roque Alonso ($160 million), and Lambaré ($165 million). There is also a sanitation plan for medium-sized cities (Horqueta, Santa Rosa del Aguaray, Carapeguá, San Ignacio, and Santa Rita) worth $60 million. In education, the World Bank-funded TAPE project invests $100 million to improve 300 schools and 16 teacher training centers. In health, the construction of five major hospitals—located in Santaní, Barrio Obrero, Alto Paraná, Curuguaty, and the Paraguayan Chaco—involves an investment of over $200 million. Funds will also be allocated to the Asunción waterfront project ($105 million), the Pilar levee project ($85 million), and housing and parks. Urban transportation receives $550 million in investment, implementing technical measures to enable route queries via Google Maps and web pages, improving the bus system, and developing a commuter train connecting Asunción and Ypacaraí.
