This decision is regarded as a significant milestone for one of the UK's most ambitious new communities, marking a key step forward in realizing the long-term vision for northeast Chelmsford. Zone 2 will deliver a residential-led mixed-use neighborhood, providing up to 3,500 new homes, along with schools, healthcare facilities, employment space, community centers, and extensive green infrastructure. Building on the success of the partners' existing Beaulieu development, Zone 2 will play a central role in creating the wider Garden Community, which will ultimately provide approximately 10,000 homes. Designed in accordance with Garden City principles, the community aims to create sustainable, well-connected neighborhoods.

The development will deliver up to 3,500 homes (including affordable housing), new educational facilities (including an all-through school and several primary schools), healthcare facilities and community centers, employment space to support local jobs, a network of village centers with shops and services, over 130 hectares of public open space (including Dukes Wood Nature Park), and extensive walking, cycling, and sustainable transport networks. The project aims to create a sustainable place integrating homes, jobs, services, and green spaces.

The planning application was developed in collaboration with Chelmsford City Council, Essex County Council, Homes England, and wider partners, building on years of master planning and community engagement. The proposals are designed to ensure that infrastructure and community facilities are delivered in tandem with new homes, with a strong focus on community management to secure the long-term maintenance of public spaces and assets. The resolution is subject to the completion of planning obligations and legal agreements, and the development will be delivered in phases over the coming years.

James Harkin, Head of Strategic Land at Vistry, commented that reaching this stage for Zone 2 reflects years of careful planning. The vision of three distinctive villages connected by green corridors and slow travel routes helps foster an early sense of community.
