Zhang Xiaolin, Member of the Standing Committee of the Party Committee and Vice President of CRSC, was invited to attend. The "Low-Altitude Government Affairs Unified Network Flight Operations Service Scenario" of CRSC Urban Transportation Company was recognized as a strategic high-value scenario for central enterprises in artificial intelligence at the conference, making it the only scenario in the low-altitude economy field to receive this honor.

The State-owned Assets Supervision and Administration Commission of the State Council conducted a nationwide collection of strategic high-value scenarios across all industries for state-owned and central enterprises, aiming to implement the requirements of the "AI+" deepening deployment meeting for central enterprises. The scenario submitted by CRSC Urban Transportation Company was selected and awarded for its strong strategic support, significant industrial driving force, excellent technological originality, and high social benefits.

This scenario is centered on the independently developed "Unified Network Flight" low-altitude intelligent service operation system. Addressing the trends of safety, efficiency, scale, and intelligence in low-altitude service operations, it has established a low-altitude digital full-domain infrastructure technology system, a cluster scheduling and command technology system, a drone real-time precision control technology system, and a large and small model collaboration technology system. These technologies are highly homologous, logically interconnected, and mutually referential in standards with rail transit train operation control, traffic scheduling, and safety management technologies. Through an integrated AI capability of "high-quality datasets + multi-model collaborative algorithm library + lightweight training and inference platform," the system achieves deep empowerment of "AI + low-altitude" in areas such as urban governance, public safety, ecological protection, and emergency response. The system has been deployed in over ten cities across China, including Shijiazhuang, Qingdao, Chongqing, and Hefei, addressing pain points in traditional models such as redundant construction, fragmented management, data silos, inefficient coordination, and weak intelligence.

During the 14th Five-Year Plan period, CRSC has built an industrial pattern of "three industries and one ecosystem," overcoming core technologies in low-altitude airspace management, low-altitude communication private networks, and sensing and countermeasures, forming a systematic "one-stop" service capability to promote the development of strategic emerging industries.

Looking ahead to the 15th Five-Year Plan period, CRSC will continue to deepen its efforts in the management and countermeasure industry, drone manufacturing industry, and service operation industry, building a diverse product matrix and multi-faceted service layout to open up a "second curve." CRSC will fully implement the "AI+" action, using the "Unified Network Flight" system as the core foundation, iteratively upgrading its full-domain AI intelligent decision-making and analysis capabilities, and accelerating the expansion of standardized low-altitude scenarios to inject new momentum into the high-quality development of the low-altitude economy.
