The adjustments affect the calculation methods for energy savings, the scope of application of certain measures, and adapt the methodology to current changes in the vehicle fleet. The relevant resolution has been published in the Official State Gazette, with a four-month transition period established for measures initiated before the new rules take effect.

This update covers three technical documents: telemetry and geolocation systems for transport fleets, shared mobility in urban and metropolitan areas, and the replacement of fuel-powered vehicles with pure electric vehicles. The resolution states that the aim is to improve the accuracy of energy savings calculations, strengthen the traceability of measures, and promote the practical application of the CAE system.

The technical document on telemetry and geolocation systems for transport fleets is one of the main subjects of this revision. The new rules modify the calculation method so that energy consumption is compared with the historical performance of each individual fleet, rather than using average consumption figures. The document also expands its scope of application and incorporates technical notes to facilitate use by companies.

The shared mobility technical document has also been adjusted, with the scope extended to include daily commuting routes, and new control and certification requirements added to enhance the reliability of declared energy savings.

The measure concerning the replacement of fuel-powered vehicles with electric vehicles has likewise undergone significant modifications. The new regulation reorganises this technical document, distinguishing between operations carried out by individuals and those by companies, while also updating the energy savings calculation method to adapt to the current characteristics of the vehicle fleet and improve the accuracy of the certificates issued. The Directorate General for Energy Planning and Coordination (Dirección General de Planificación y Coordinación Energética) explained in this regard that the catalogue must function as a dynamic tool that is continuously updated to incorporate technological developments and more precisely quantify the energy savings generated by easily replicable measures.

This catalogue serves as the technical benchmark for the CAE system. The CAE system aims to monetise the energy savings achieved through efficiency measures, allowing companies subject to the National Energy Efficiency Obligations System (Sistema Nacional de Obligaciones de Eficiencia Energética) to purchase these certificates to fulfil part of their energy saving obligations. The resolution establishes a four-month transition period, during which measures that began before the new technical documents took effect may still be certified under the previous methodology, provided that the relevant circumstances can be demonstrated. The Ministry hopes this will help all parties within the system adapt to the transition and avoid impacting projects already under development.
