Development progresses through four phases: feasibility, proof of concept, field testing, and beta gate, with each phase requiring Eva Defense approval before proceeding. Expected deliverables include 10 to 20 field-tested prototype units ready for beta entry, a low-rate initial production plan, and a supplier base compliant with NDAA requirements.
