The project utilizes a "Solar Streetlight as a Service" procurement model introduced by Sustainability Partners, headquartered in Chandler, Arizona.

Under this infrastructure-as-a-service model, Sustainability Partners assumes the upfront capital for system design, financing, procurement, and installation, and fulfills long-term performance monitoring and preventive maintenance obligations. Public entities pay a predictable monthly utility fee based on actual usage, thereby eliminating the need to issue traditional debt or draw on taxpayer capital expenditures.
The off-grid configuration eliminates the trenching, conduit installation, and utility coordination required for standard grid-connected streetlight projects. Contractor Miller Electric Company handled procurement and installation logistics throughout the phased rollout.
This deployment reflects a commercial shift in public and residential infrastructure toward self-sufficient distributed power generation. Companies such as Streetleaf have recently entered the market, validating the approach of integrating high-efficiency monocrystalline silicon solar modules, lithium iron phosphate (LFP) energy storage, and smart LED luminaires onto standalone poles. For developers and municipalities, this proves more cost-effective than extending grid lines.
A similar integrated product configuration is Para Light Electronic's PD-BJ200W system, which integrates a 100 W bifacial monocrystalline module, a 12.8 V battery pack, and an LED light array into a single chassis, delivering up to 15 hours of continuous illumination on sidewalks and collector roads. Global developers such as Portugal-based Omniflow combine 60 W solar arrays with micro wind turbines and IoT nodes for smart city data tracking to elevate the technological baseline.
For Sun 'N Lake, these streetlights operate independently of the grid, ensuring illumination during regional power outages or severe weather. The system's dedicated controllers manage battery autonomy during extended overcast conditions.
Raymond "Boz" Bossert, District Manager of Sun 'N Lake, stated that improving resident safety and responsibly managing taxpayer resources have always been the district's top priorities. Solar streetlight as a service has enabled the modernization of lighting across the region without the obstacles that frequently delay infrastructure projects.
This streetlight deployment builds on the district's existing partnership with Sustainability Partners. The two parties had previously collaborated on advanced metering infrastructure water meter systems and upgrades to local wastewater treatment infrastructure.
