Peru's Anillo Vial Periférico Completes First Financing Round of Up to $190 Million

en.Wedoany.com Reported - On August 26, Sociedad Concesionaria Anillo Vial confirmed that the Lima–Callao Anillo Vial Periférico (Peripheral Ring Road) completed its first financing round, with a facility of up to $190 million, to be used for land acquisition and land release works for the project. The financing is supported by Spain's BBVA, Japan's MUFG Bank, and Peru's COFIDE, with an initial term of 18 months. According to information released by ProInversión, funds at this stage are primarily earmarked for the continued acquisition and release of private land required for the construction of Sections 1 and 3.

This financing round is part of the project's phased financing arrangement. Sociedad Concesionaria Anillo Vial and ProInversión are also advancing subsequent financing, including funds for land acquisition for Section 2 and the infrastructure works across all three sections. Land acquisition for the project had already commenced earlier. In February 2026, Sociedad Concesionaria Anillo Vial and ProInversión completed the purchase of three plots of land for Section 2 in the Independencia district; in March, ProInversión carried out clearing works on acquired land in project areas such as Independencia, Comas, and San Juan de Lurigancho.

The Anillo Vial Periférico is being developed under a public-private partnership model, with the concession contract signed on November 12, 2024, for a 30-year concession period. The total project cost is estimated at approximately $3.4 billion, of which infrastructure investment accounts for approximately $2.3 billion, land acquisition and utility relocation approximately $800 million, and other related costs approximately $300 million. The project encompasses design, financing, construction, operation, and maintenance. Sociedad Concesionaria Anillo Vial is responsible for project implementation, ProInversión formally took over the project's contracts, assets, and execution responsibilities in February 2026, and OSITRAN oversees concession regulation.

The project spans 34.8 kilometers and consists of three sections. Section 1 is 8.7 kilometers long, extending from Óvalo 200 Millas in Callao to Panamericana Norte; Section 2 is 15.1 kilometers long, extending from Panamericana Norte to Ramiro Prialé Avenue; Section 3 is 11 kilometers long, extending from Ramiro Prialé Avenue to Circunvalación Avenue. In June 2026, Peru's National Authority for Sustainable Investment Certification approved the terms of reference and public participation plan adjustments for the detailed environmental impact assessment of Section 2, and accepted the application for the detailed environmental impact assessment of Section 3.
