Welsh Government Launches £80 Million A483 Bypass Tender

The procurement adopts the competitive flexible procedure under the Procurement Act 2023, with a maximum of five qualified contractors shortlisted in the first stage to proceed to the formal tender stage. The deadline for expressions of interest is 12:00 on 24 September, and the contract is scheduled to be awarded in March 2027.

The successful contractor will first undertake design development and assist the Welsh Government in progressing the relevant statutory approval processes; upon satisfactory completion of approvals and contractor performance, the scope of the contract may be extended to detailed design and construction. The technical component accounts for 70% of the final evaluation weighting, with the commercial bid accounting for 30%. Technical evaluation covers project delivery methodology, core team, carbon reduction, rail and residential interfaces, construction within the River Towy floodplain, and social value.

The Welsh Government previously confirmed a two-stage early contractor involvement model for the project. Key stages 3 and 4 will adopt NEC4 PSC Option C and Option E respectively, while the construction stage will adopt NEC4 ECC Option C; the project will also incorporate the NEC4 X29 climate change clause, requiring the successful contractor to undertake relevant work in accordance with the PAS 2080 framework. Previous procurement arrangements also confirmed that shortlisted contractors will be given approximately 12 weeks of preparation time for the formal tender stage.

Located in Carmarthenshire, Wales, the project involves the construction of a new road bypassing Llandeilo and Ffairfach, along with associated adjustments to the existing road network. The preferred route was confirmed in 2024, with the scheme including a new bridge crossing the River Towy. Topographical surveys and geotechnical investigations are being undertaken between April and November 2026. The Welsh Government currently lists the project status as "in planning," having previously confirmed that construction could commence as early as 2029 following the completion of design, business case, statutory orders, and related approval processes.
