Fraser Substation Expansion Completed in New York, USA; Oneonta South Transmission Project to Be Completed in 2027

en.Wedoany.com Reported - New York State Electric & Gas Corporation (NYSEG) announced that it has completed the expansion and upgrade of the Fraser Substation in New York State, marking the completion of the first phase of construction for the Oneonta South area power grid renovation project. This project added a new 115 kV substation yard on the basis of the existing substation, upgraded the existing 345 kV facilities, and installed a new transformer to connect multiple high-voltage transmission lines and expand regional transmission capacity.

Fraser Substation is located on Hamden Hill Road in Delaware County, New York State, and the original facility was built in 1969. The newly added 115 kV yard will serve to connect multiple high-voltage transmission lines, with power further delivered from Fraser Substation to other substations in the region; after the new transformer is added to the existing 345 kV yard, it will accommodate future additional load connections.

This project is part of NYSEG's Oneonta South Area Improvements Project. After the completion of the Fraser Substation upgrade, the next phase of construction will shift to transmission line renovation, including rearranging some existing lines, building new transmission lines, and upgrading the Delhi Substation located on Sherwood Road. NYSEG plans to start construction related to the Delhi Substation in 2026, and the entire Oneonta South area renovation project is planned to be completed in 2027.

Capital expenditure documents previously disclosed by the New York State Department of Public Service show that the Fraser project is part of NYSEG's Bulk Electric System (BES) compliance investment. In the 2024 five-year capital plan, the budget for "BES – South Oneonta Area – Fraser" for that year was USD 26.555 million; documents from the same period show that the actual and projected investment for the Fraser 115 kV yard in that year totaled approximately USD 18.519 million. This figure corresponds to the 2024 annual capital expenditure basis and is not the total investment of the entire Oneonta South project.

The Fraser node is also an important connection point in New York State's regional high-voltage transmission network. Another NYSEG plan, the Jennison Transmission Solution, shows that the 115 kV Line 949 will extend from Jennison Substation to the Town of Hamden and connect to the existing transmission system outside Fraser Substation; the project also includes the rebuilding of Jennison Substation and the rebuilding and rearrangement of multiple 115 kV lines.

Fraser Substation also has interface relationships with other large transmission projects in New York State. The New York State Public Service Commission previously disclosed that the Clean Path New York project plans to build approximately 178 miles and 1,300 MW of high-voltage direct current transmission lines, of which the northern converter station will connect to Fraser Substation via approximately 1 mile of 345 kV alternating current line.
