Spain Launches Allocation of 937 MW of New Energy Access Capacity at the Mudéjar Node
en.Wedoany.com Reported - On September 17, the Spanish Institute for a Just Transition (ITJ) held an information session in Andorra, Teruel province, to present the allocation procedure for 937 MW of grid access capacity at the Mudéjar 400 kV just transition node. The relevant draft ministerial order is currently in the public consultation phase, with comments due by September 22.

This 937 MW of capacity comes from grid access space released following adjustments to the previous Mudéjar just transition competition projects. The Spanish government had previously awarded 265 MW of access capacity to Enel Green Power, and following the project modification approved on September 9, 2026, an additional 937.1 MW of available capacity was released at the Mudéjar 400 kV node, intended for new renewable energy and storage projects.
Under the current draft, eligible projects will in principle be allocated capacity in the order in which applications are submitted, but applicant companies must undertake socioeconomic commitments similar to those in the original just transition competition, including job creation, training, local investment, self-consumption, and support for the Teruel industrial chain.
Projects that obtain access capacity will also be recognized as priority projects, allowing the relevant administrative approval timelines to be shortened by about half and enabling priority processing by the relevant government departments. This mechanism is mainly aimed at relatively mature renewable energy and storage projects, in order to accelerate project implementation and regional energy transition.
The Mudéjar node is located in the area of the former Andorra thermal power plant and is one of Spain's key just transition areas. Since 2019, Spain's Ministry for Ecological Transition and the ITJ have supported 182 enterprises, municipal, environmental restoration, and social projects in areas of Aragon affected by mine and thermal power plant closures, with a cumulative allocation of approximately 534 million euros.
