South Africa Announces First Six Priority Projects of National Green Hydrogen Plan in 2026
en.Wedoany.com Reported - The first six priority projects in the project pipeline of South Africa's National Green Hydrogen Plan have been identified and were announced on Tuesday at the 2026 Africa Green Hydrogen Summit held in Cape Town. All of these projects are included in the newly launched National Green Hydrogen Deal Book, which presents a broader pipeline of credible opportunities to investors, development partners, and potential customers in South Africa's green hydrogen industry.
The list was announced by Minister of Electricity and Energy Dr Kgosientsho Ramokgopa. President Cyril Ramaphosa had been scheduled to make the announcement, but he was unwell after traveling to India over the weekend to attend the BRICS Summit. Ramokgopa said the first wave of projects resulted from a rigorous assessment process that standardized how bankability is evaluated and strengthened investor confidence.
Among the six projects, Phelan Green's e-SAF (electro-sustainable aviation fuel) project in Saldanha Bay is the most advanced. This family-owned company has committed USD 100 million in equity and has also secured the offtake market. Construction is expected to begin in the first quarter of 2027, with the first e-SAF exports expected in the first quarter of 2029. Ramokgopa cited the World Economic Forum's assessment earlier this year that the real bottleneck to scaling clean hydrogen is demand rather than technology, and that scaling therefore depends on securing long-term offtake agreements.
The remaining projects cover green ammonia, green methanol, and hydrogen direct reduced iron, among other directions. Hive Energy's Coega green ammonia project in the Eastern Cape has completed early preparatory work, but commercial, technical, and financing work still needs to advance before reaching a final investment decision (FID). The West Coast Saldanha hydrogen direct reduced iron project is at the pre-feasibility study (PFS) stage and links green hydrogen with low-emission steel production. The Prieska Power Reserve green ammonia project in the Northern Cape targets the domestic market and is currently at the development stage. The Green e-Fuels Producers green methanol corridor in Gauteng targets European demand and is at the PFS stage. The Green Hydrogen Solutions project in the Eastern Cape is smaller in scale, mainly targets South African demand, and has completed front-end engineering design.
Ramokgopa said that after designating priority projects, the government and its partners now have a mechanism to help the remaining five projects reach FID and enter construction and production. He emphasized that inclusion in the Deal Book does not equal reaching FID, priority status does not equal the start of construction, a memorandum of understanding does not equal a bankable customer agreement, an expression of investment interest does not equal committed capital, and the credibility of the plan depends on the government, developers, and partners reporting each milestone truthfully. Priority status must also come with obligations: if a project repeatedly misses established development milestones without a credible recovery plan, the government and its partners must be prepared to redirect scarce project preparation resources to projects with stronger implementation pathways. He also disclosed that there is another "second wave" of projects that have been assessed and are mature enough to potentially be included in the priority portfolio.
Ramokgopa pointed out that South Africa has high-quality renewable resources, a mature industrial base, platinum group metals, ports and logistics, scientific capacity, financial institutions, and experience in managing complex energy and industrial systems in the field of green hydrogen production, but these advantages will not automatically translate into investment. They must be organized through credible projects, coordinated infrastructure, capable institutions, competitive products, and customers. He said the delivery platform is becoming more coordinated, common project development standards have been introduced, the project pipeline is being managed more deliberately, practical domestic applications are being tested, and preparation funding, investment, technology, and markets are being mobilized. In a panel discussion after his speech, Ramokgopa acknowledged that if the government could better coordinate its efforts, project development would be much faster.
