Peru Advances Construction of Southern Logistics Corridor, Involving Dry Port, Power Transmission, and Cross-Border Corridor Projects
en.Wedoany.com Reported - On September 16, Peru's Private Investment Promotion Agency ProInversión held technical meetings in Puerto Maldonado, Madre de Dios Region, and the border city of Iñapari, proposing further development of Peru's southern transverse logistics axis, linking Puno and Madre de Dios with Pacific ports such as Matarani, Ilo, and San Juan de Marcona, and connecting via Iñapari to the Brazilian states of Acre, Rondônia, and Mato Grosso. The plan combines the existing Southern Interoceanic Highway with ports, railways, logistics platforms, power, and digital infrastructure to form a cross-border logistics system connecting Brazil, Bolivia, and Peru's Pacific ports.

The meetings simultaneously advanced two Madre de Dios infrastructure projects. Among them, the Nueva San Gabán—Puerto Maldonado 220kV transmission connection project has an estimated investment of approximately USD 99 million, is currently in the structural design phase, and is scheduled to be awarded in the fourth quarter of 2026; the Madre de Dios fixed internet network project has an estimated investment of approximately USD 37 million, is currently in the project preparation phase, and is targeted for award in the second quarter of 2028. The two projects involve a combined investment of approximately USD 136 million.
The core logistics project on the Puno side is the Puerto Seco del Sur southern dry port. In February 2026, ProInversión signed a cooperation agreement with the Puno Regional Government and the San Román Provincial Government, under which ProInversión is responsible for project studies, structural design, and technical work during the transaction phase. The project is planned to cover 52 hectares and is intended to include cargo reception, warehousing, consolidation, and multimodal transport facilities, connecting via road, rail, and air transport to southern ports such as Matarani, Ilo, Tacna, and Corío, as well as the ports of Callao and Chancay. The project is being advanced under the "asset project" model.
The southern dry port has been incorporated into ProInversión's southern logistics axis investment portfolio. In July 2026, ProInversión's published southern logistics strategy included 22 PPP projects with a total investment scale exceeding USD 10 billion; the existing PPP projects in the southern region announced earlier in March involved cumulative investment exceeding USD 14 billion. The project portfolio also includes the southern natural gas integrated transport system, Majes Siguas II, the Cusco ring road, and the second group of projects under the 2025–2034 transmission plan.
The existing transport infrastructure uses the Southern Interoceanic Highway as the main land corridor. Official regional planning shows that within Madre de Dios, this corridor includes sections such as Urcos—Puente Inambari, Puente Inambari—Iñapari, and Puente Inambari—Azángaro, connecting the southern regions of Cusco, Puno, Arequipa, Moquegua, and Tacna, and entering Brazil via Iñapari. In February 2026, ProInversión and Ositrán signed a memorandum of understanding to launch the "Corredor Sur" digital management pilot, implementing unified monitoring of road, port, and railway concession facilities extending from the Port of Matarani to the borders with Brazil and Bolivia.
ProInversión also proposed further improving the Iñapari—Assis Brasil cross-border node, with planning content including a logistics platform, driver rest facilities, a dry port, a port community digital platform, and coordination mechanisms between the customs and animal and plant quarantine authorities of the two countries. In 2025, exports along Peru's southern logistics axis reached USD 39.229 billion, with their share of national exports rising from 26% in 2005 to 43%; Madre de Dios's exports during the same period amounted to USD 264 million, a year-on-year increase of 34%.
According to the transport metrics published by ProInversión, maritime shipping time from Peruvian ports to Asia is approximately 23 days, while some routes from Brazil to Asia require approximately 45 days. The southern logistics axis plan is intended to capture cargo from western Brazil via Iñapari and then transship it through Madre de Dios, Puno, and southern Peruvian ports. The current implementation chain includes multiple nodes such as the preliminary study for the southern dry port, the structural design of the 220kV transmission project, the preparation of the fixed internet network project, and cross-border logistics digitalization and customs coordination.
