en.Wedoany.com Reported - On the morning of June 1, Vice Chairman of the Khanh Hoa Provincial People's Committee Trinh Minh Hoang chaired a meeting combining online and offline formats to hear reports from Phuoc Dinh Commune and Vinh Hai Commune on the progress of compensation, support, resettlement, and land acquisition for the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects.

According to the reports, as of June 1, Phuoc Dinh Commune, where the Ninh Thuan 1 nuclear power plant project is located, has developed compensation plans for 852 out of 1,129 affected cases, accounting for over 75% of the total; 278 cases have been submitted for evaluation, an increase of 56 cases compared to the previous week; 191 cases have been approved, and compensation payments have been completed for 51 cases, with a total amount of approximately 164 billion Vietnamese dong.

Currently, the Ninh Thuan 1 project has recovered over 94 hectares of land, accounting for 18.3% of the total project area of 515 hectares. Cumulative disbursed funds exceed 736 billion Vietnamese dong, reaching 44% of the plan.

For the Ninh Thuan 2 nuclear power plant project located in Vinh Hai Commune, compensation plans have been developed for 786 cases to date; 318 cases have been approved, with total compensation amounting to approximately 990 billion Vietnamese dong; compensation payments have been completed for 223 cases, and about 140 hectares of land have been recovered, accounting for over 29% of the project area. Cumulative disbursed funds for this project amount to nearly 960 billion Vietnamese dong, equivalent to over 62% of the plan.

The Department of Agriculture and Environment stated that compared to the previous reporting period, Vinh Hai Commune has made significant progress, with a substantial increase in the number of documents submitted for evaluation, approval, and payment. The area of land already cleared alone has increased by over 33 hectares. In contrast, although the number of complete documents submitted for evaluation in Phuoc Dinh Commune has risen markedly, the processes for approval, payment, and land handover remain slow, and overall progress has not yet achieved a significant breakthrough.

Current major difficulties facing the projects include verification of land ownership, handling of land subdivision cases, completion of legal documents, and construction of infrastructure in resettlement areas. Although some compensation plans have been approved, related payments have been temporarily suspended to facilitate further verification.

Regarding resettlement projects, the Provincial Investment and Construction Project Management Board is completing the selection of contractors for infrastructure construction in the resettlement area for the Ninh Thuan 1 nuclear power plant, with construction expected to begin in early June. Resettlement projects related to the Ninh Thuan 2 nuclear power plant are also finalizing design documents and budgets to organize contractor selection in June.

At the conclusion of the meeting, Trinh Minh Hoang requested local authorities to make arrangements and exert maximum efforts to advance land acquisition work. For eligible land acquisition cases, compensation payments should be disbursed promptly, and related policy issues should be addressed. He also requested the Department of Agriculture and Environment to coordinate with the Provincial Investment and Construction Project Management Board to propose rules for allocating resettlement land to affected groups; additionally, he instructed Vinh Hai Commune to direct police forces to re-investigate cases suspected of land encroachment.

Trinh Minh Hoang emphasized that all localities must further accelerate work progress, and local leaders must not delay tasks due to fear of responsibility. Matters that are clear and understood should be implemented immediately; cadres who fail to complete assigned tasks must be reassigned or replaced.
