Subsequently, the National Data Administration and other departments have also rolled out AI empowerment policies across various sectors, promoting the deep integration of artificial intelligence with manufacturing. The plan focuses on the deep integration of AI and manufacturing, with smart manufacturing as the main direction. The overall goals by 2028 are: cultivating 4 signature AI products, creating 5 national-level industrial internet platforms and smart factories, establishing over 6 provincial-level or above "AI Capability Centers" and other platform carriers, and achieving over 30 typical application scenarios in the manufacturing sector. Based on Ningbo's comprehensive industrial system, solid digital transformation foundation, and early AI exploration, the plan aims to cultivate 20 industrial vertical large models, build 100 landmark projects, and establish a national AI application pilot testing base within three years. The plan focuses on implementing six major actions: consolidating the foundation through breakthroughs in data, models, computing power, and embodied intelligence; improving the supply of intelligent equipment, software, and terminals; cultivating professional service providers and the open-source ecosystem; promoting AI empowerment across the entire process of R&D, production, management, and supply chain; deepening transformation models such as industry solutions, platforms, chains, parks, and digital-green synergy; and strengthening talent, standards, and security guarantees. Ningbo will periodically release "two lists" for application scenarios and service capabilities, optimize computing voucher policies, establish a special AI talent program, and rely on pilot projects in Yinzhou District and others to conduct trials, striving to become a national benchmark demonstration for "AI + Manufacturing".

With Shandong, Guangxi, Jiangsu, Chongqing, Shenzhen, Weihai, and Ningbo successively releasing action plans, "AI + Manufacturing" has formed a pattern of multi-point blossoming and differentiated advancement nationwide. Driven by continuous breakthroughs in core elements such as computing power, data, and models, along with the deep implementation of local plans, AI will further empower the entire manufacturing chain, helping Chinese manufacturing achieve a new leap from "following" to "leading" in the global value chain.
