The project, with a total investment of 610.9 billion won, aims to establish an independent K-AI city standard model and extensively adopt on-device AI technology.
Nota announced on the 22nd that it will participate as a core technology company within the consortium. The project spans five years from 2026 to 2030, with a total project budget of 610.9 billion won.

The project aims to transcend data silos and enable AI to autonomously manage urban data. The Cheonan-Asan consortium will verify autonomous AI agent services. Nota is responsible for edge AI lightweighting and on-device AI application technologies, supporting stable operation by optimizing on-site AI models for areas such as transportation and security, and integrating an automatic reporting system based on large language models (LLMs).
This project is a case combining a Korean-specific language model with edge execution technology. Based on Upstage's language model, a region-customized AI system will be built. Nota provides optimization technology to ensure the service runs on on-site terminals. This represents the execution-stage technology for practically applying sovereign AI to public services.
Nota is expanding its technology application scope to urban infrastructure. Previously, it continuously optimized technology in hardware environments such as smartphones and automobiles. The models accumulated through this project can be extended to smart cities and transportation sectors both domestically and internationally in the future.
Nota CEO Chae Myeongsu stated that an AI city is one where AI understands on-site data and connects it to necessary responses. Nota will play a core role in making the Cheonan-Asan AI-specialized demonstration city a representative example of Korea's K-AI cities, based on AI model optimization and on-device AI technology.
