en.Wedoany.com Reported - The federal government of Pakistan has initiated a major restructuring of the Ministry of Information Technology and Telecommunication (MoITT), with the goal of transforming it into a modern digital governance institution capable of leading the digital economy over the next decade.

This plan will be implemented under the World Bank-supported Digital Economy Enhancement Project (DEEP), with MoITT as the lead ministry. Official documents indicate that the ministry's current structure, primarily designed for a telecom-centric policy environment, is no longer adequate to keep pace with rapidly evolving global digital trends. The restructuring aims to enhance its capacity to address emerging areas such as artificial intelligence, cybersecurity, data governance, cloud computing, digital regulation, innovation ecosystems, and cross-government digital transformation.

As part of the restructuring, the government will hire an international consulting firm to conduct a comprehensive institutional assessment of the ministry. The consulting firm will identify structural and operational gaps and recommend a governance framework tailored to future digital needs. The scope of work also includes reviewing coordination mechanisms and overlapping responsibilities between MoITT and key entities such as the Pakistan Telecommunication Authority (PTA), the National Database and Registration Authority (NADRA), the National Information Technology Board (NITB), Ignite National Technology Fund (Ignite), the Pakistan Software Export Board (PSEB), the Universal Service Fund (USF), the Special Technology Zones Authority (STZA), and provincial IT boards.

Additionally, the consulting firm will benchmark MoITT against leading global digital governance departments, propose amendments to the Rules of Business 1973 where necessary, and develop a new vision, mission, and mandate for the ministry aligned with Pakistan's digital transformation goals and the government's "Uraan Pakistan" economic agenda.

According to officials, the restructuring plan will include a detailed organizational framework, a revised staffing structure, updated job descriptions, human resource reforms, and a phased implementation roadmap covering the next decade. The roadmap will outline short-term, medium-term, and long-term measures, along with budget requirements, risk management strategies, and matters requiring approval from relevant federal departments.

The DEEP project aims to strengthen the government's capacity to deliver digital public services while building critical digital public infrastructure, including a digital authentication system, a responsible data exchange mechanism, and a national online public services portal. The project also plans to support business reforms by developing the Pakistan Business Portal and digitizing regulatory approvals across government agencies.

The consulting assignment is expected to be completed within six months of contract signing. A steering committee led by the IT Secretary, comprising representatives from the Establishment Division, the Ministry of Finance, the Planning Commission, and other stakeholders, will oversee the entire process and provide strategic guidance.
