China's National Mine Safety Administration Issues New Regulations for Coal Mine Standardization Grading

en.Wedoany.com Reported - The National Mine Safety Administration officially issued the "Measures for the Standardization Grading of Coal Mine Safety Production" and the "Basic Requirements and Scoring Methods for Coal Mine Safety Production Standardization" (Document No. 79 of 2026) on June 27, 2026. The new regulations take effect from the date of issuance, simultaneously repealing the "Measures for the Assessment and Grading of the Coal Mine Safety Production Standardization Management System" and the "Basic Requirements and Scoring Methods for the Coal Mine Safety Production Standardization Management System" issued on October 16, 2024.

This revision aims to further strengthen the foundational construction of coal mine safety production and enhance coal mine safety assurance capabilities. The new measures thoroughly implement the principle of equal emphasis on the four elements of "management, equipment, quality, and system," and apply to all legally operating coal mines within China, with newly built, renovated, and expanded coal mines allowed to refer to them for implementation. Newly built coal mines during joint trial operation and suspended coal mines before resumption of production acceptance inspection may also apply for safety production standardization grading.

The safety production standardization grades for coal mines are divided into three levels: Level I, Level II, and Level III. Level I coal mines require a total on-site inspection score of no less than 90 points, with scores for major disaster prevention and control and professional management sections no less than 90 points, and scores for safety foundation management sections no less than 85 points; Level II coal mines require total scores and scores for each management section no less than 80 points; Level III coal mines require total scores and scores for each management section no less than 70 points. Coal mines with major accident hazards or safety accident records are not eligible to apply for the corresponding grade within the specified time limits.

The grading work implements a tiered responsibility system. For coal mines applying for Level I, provincial competent departments organize preliminary reviews, and the National Mine Safety Administration organizes the grading; for coal mines applying for Level II or Level III, the preliminary review and grading departments are determined by provincial competent departments. No fees shall be charged to coal mines for the grading work.

The grading process follows five steps: enterprise self-assessment and application, preliminary review, on-site inspection, public announcement, and official notification. Coal mines must conduct a comprehensive self-assessment against the "Scoring Methods" and form a report, completing the entire process through the "Coal Mine Safety Production Standardization Management Subsystem" of the National Mine Safety Administration's "Mine Safety Production Comprehensive Information System." Grading departments should generally complete the grading within 60 working days after receiving the application. Coal mines found to have falsified self-assessment materials will have their application qualifications revoked and will be ineligible to apply for Level II or above for one year.

The issuance and implementation of the new regulations mark a shift in China's coal mine safety production standardization management system from "management system assessment" to "grading measures," further clarifying grade classification standards, tiered responsibilities, and information-based application processes. Through unified grading standards and standardized procedural requirements, the new measures help promote coal mining enterprises to fulfill their primary responsibility for safety production, while also providing regulatory authorities with clearer grading criteria.
