en.Wedoany.com Reported - The General Office of the Henan Provincial Government recently issued the "Action Plan for Rebuilding Urban Sections of Ordinary Trunk Highways in Henan Province (2026–2028)" (hereinafter referred to as the "Action Plan"), proposing to concentrate efforts over three years to resolve the issue of ordinary trunk highways passing through urban areas, essentially eliminating such sections in 82 counties (cities, districts) across 12 provincial-level cities, and establishing a new trunk highway bypass pattern featuring outer loops and inner smooth traffic, separation of passenger and freight vehicles, and coordination between roads and cities.
The mixing of large transit trucks with commuter vehicles is the primary cause of various traffic problems on national and provincial highways passing through urban areas. The Action Plan proposes to leverage the existing road network structure, including surrounding urban roads, trunk highways, and rural roads, combined with adjustments to the national and provincial road network planning, to prioritize eliminating 790 kilometers of urban sections by adjusting route planning, utilizing adjacent roads or urban roads with equivalent traffic capacity.
For the urban sections in 26 counties (cities, districts) across five cities, including Xinxiang and Luohe, that cannot be eliminated through route planning adjustments, Henan will adhere to the principle of "approaching the city without entering it," planning to implement 35 new bypass projects with a total investment of 32.5 billion yuan and a construction mileage of 571 kilometers. Among these, there are 20 national highway projects totaling 441 kilometers with an investment of 28.3 billion yuan, and 15 provincial highway projects totaling 130 kilometers with an investment of 4.2 billion yuan.
According to the Action Plan, Henan will advance projects by category, including those under construction and those planned for new construction. It will accelerate the progress of six ongoing projects totaling 243 kilometers, including sections of National Highway 107 in Luohe and Zhumadian, and National Highway 209 in Sanmenxia, ensuring their completion and opening to traffic on schedule. It will also expedite the preliminary work for 29 planned projects totaling 328 kilometers, including sections of National Highway 329 in Luohe and Provincial Highway 311 in Xinxiang, commencing construction in phases and batches, with the goal of completing and opening all urban sections to traffic by 2028.
Solving the problem of trunk highways passing through urban areas is not limited to road construction; optimizing the freight transport organization system is equally crucial. The Action Plan requires local authorities to designate exclusive bypass freight corridors to achieve physical separation of transit trucks from urban traffic flow. At the same time, based on the development needs of urban logistics, standardized logistics distribution centers should be established on the outskirts of cities, along with a transfer and transport system for new energy commercial trucks, to create seamless freight connection channels between urban and surrounding areas.
