The project aims to provide a living environment that supports independent living for elderly residents, while also featuring high-quality public spaces and facilities that promote physical and mental well-being and social connections.
Founded on July 6, 1979, and headquartered in Wakefield, West Yorkshire, Caddick Construction is a family-owned construction and property development group. The company operates across multiple sectors including residential, industrial, commercial, and leisure. Torus Homes is the largest affordable housing provider in northwest England, managing approximately 40,000 homes and serving around 74,000 customers. Formed in 2019 through the merger of Liverpool Mutual Homes, Helena Partnerships, and Golden Gates Housing Trust, the company is currently advancing a £1 billion investment plan aimed at building 5,600 new homes in the Liverpool City Region.

Of the 141 homes developed in this project, 118 will be located within the main extra care facility, with an additional 18 units spread across two separate assisted living buildings, plus five townhouses. The project has received over £11 million in grant funding from Homes England. The development will use electric panel heaters and hot water heat pumps for heating, without gas boilers. Caddick secured the contract through Torus's Contractors Framework, established in 2025 for a four-year term, designed to efficiently procure housing development and refurbishment projects in northwest England.
The signing of this contract comes against the backdrop of an accelerating aging population in the UK and a growing demand for specialized elderly housing. The grant support from Homes England reflects the government's emphasis on addressing housing issues for the elderly. The advancement of this project will help alleviate the shortage of elderly housing in the Southport area, while also boosting local construction employment and supply chain development. By adopting electric panel heaters and heat pump heating systems, the project also aligns with the UK government's policy direction of promoting low-carbon transformation in the construction industry, providing a reference model for similar future projects.
