en.Wedoany.com Reported - The kickoff meeting for the compilation of the local standard "Technical Standard for Green and Low-Carbon Retrofit of Existing Buildings in Hainan Province" (hereinafter referred to as the "Standard") was held in Haikou on June 29. The Standard is led by the Tropical Institute, Hainan Green and Low-Carbon Development Research Institute, and China Academy of Building Research. Attendees included Wang Qian, Deputy Director of the Survey, Design, and Science and Technology Division of the Hainan Provincial Department of Housing and Urban-Rural Development; Qiao Cong, Deputy Director of the Construction Standard Quota Station; relevant officials from the Historical and Cultural City Protection Division and the Provincial Construction Engineering Quality and Safety Supervision Bureau; and Meng Chong, President of the Hainan Green Building Research Institute.

During the meeting, Qiao Cong introduced the background and preliminary preparations for the Standard's compilation, acknowledging the foundational work of the lead units. He urged all participating units to leverage their professional strengths, form a collaborative force, and align with Hainan's urban renewal and green low-carbon development requirements to advance the Standard's compilation with high standards.

Wang Qian clarified the core direction of the Standard's compilation from the policy perspectives of national and provincial green low-carbon development, urban renewal, and carbon peak actions. He emphasized that the Standard must integrate with existing systems such as building energy efficiency assessment, urban renewal, and energy consumption statistics, while adapting to Hainan's regional realities and enhancing operability, to provide standardized and precise technical support for the green and low-carbon retrofit of existing public buildings across the province.
Zhang Wei, Vice President of the Tropical Institute, reported on the policy basis, existing issues, research findings, technical reserves, compilation outline, task division, and progress schedule for the Standard. He stated that the Tropical Institute will lead and coordinate with all participating units to tackle challenges collaboratively, strictly control compilation quality, and ensure timely and high-quality completion of the task, providing professional technical guidance for the green and low-carbon retrofit of existing public buildings in Hainan.
Participants engaged in in-depth discussions on core issues such as technical difficulties, regional adaptability, and practical implementation of the Standard, unifying the work approach and clarifying the focus for the next phase of compilation.

This compilation effort focuses on addressing pain points in the retrofit of existing public buildings in Hainan, with key priorities including improving the green and low-carbon assessment system, optimizing retrofit technical pathways, strengthening tropical regional adaptability, and standardizing operational management models. The goal is to fill gaps in the standard system for green and low-carbon retrofit of existing buildings in Hainan, enhance energy-saving and low-carbon performance throughout the building lifecycle, and reduce energy consumption and environmental impact. In the next steps, the lead units will coordinate efforts from all parties, refine milestones, assign responsibilities, and steadily advance research, compilation, and review processes, striving for the early implementation of the Standard.
