Edenred Mobilidade analyzed that the rate increase was mainly driven by regulatory policy changes. In March this year, Brazil's National Land Transport Agency (ANTT) passed a resolution expanding the mandatory issuance scope of the Cargo Transport Operation Identifier (CIOT). The standard has been approved by the Chamber of Deputies and is expected to be passed by the Senate by July 16. It also applies to own-fleet operations and requires companies to comply with the minimum freight rate table, thereby increasing operating costs.
Vinicios Fernandes, Director of the Business Unit at Edenred Mobilidade, stated that the slight increase in June freight rates was mainly driven by new regulatory requirements related to CIOT and minimum freight rate compliance, which increased operating costs despite lower diesel prices. According to the Edenred Ticket Log (IPTL) survey of gas station prices, Brazil's best-selling S-10 diesel fell 1.37% in June to 7.22 reais per liter, while regular diesel fell 2.10% to 6.98 reais per liter.
Transport demand also pushed up freight rates. Edenred Mobilidade noted that the agribusiness sector remained active in June. The 2026/2027 Agricultural Harvest Plan (Plano Safra) has been released, allocating 525.1 billion reais to agribusiness, reinforcing market expectations of increased logistics demand in the coming months, especially for transporting the second crop. Meanwhile, Brazil's industry showed positive signs. The Getulio Vargas Foundation (FGV) Industrial Confidence Index (ICI) rose 3 points in June to 100.1 points, marking the second consecutive monthly increase, indicating a positive outlook for industrial inventory clearance starting in July.
Fernandes added that the trend in the coming months should be to maintain this scenario, with the Agricultural Harvest Plan keeping agribusiness active and industry showing signs of recovery, factors that will support high demand for road freight. The index is calculated based on data from 8 million freight and toll voucher transactions managed annually by Edenred Mobilidade.
