China's National Flood Control Headquarters Initiates Level-IV Emergency Response for Shandong, Deploys Defenses Against Typhoon "Bavi"

en.Wedoany.com Reported - On July 12, the Office of China's National Flood Control Headquarters and the Ministry of Emergency Management organized a multi-department joint consultation to assess the development trend of Typhoon "Bavi" and deploy flood control and typhoon prevention efforts. The National Flood Control Headquarters initiated a Level-IV emergency response for Shandong on the same day, dynamically adjusted the emergency response levels for Zhejiang, Fujian, Beijing, Tianjin, and Guangxi, and dispatched three additional work groups to Hebei, Liaoning, and Jilin to assist and guide local flood prevention efforts.

According to the consultation analysis, Typhoon "Bavi" has made landfall in Yuhuan City, Taizhou, and Yueqing City, Wenzhou, in Zhejiang Province. It is expected to continue moving northward, bringing strong winds and heavy rainfall to the central and eastern regions. Some areas may experience extreme precipitation, with severe rainstorms already occurring in the Beijing-Tianjin-Hebei region and parts of Northeast China. Anhui, Jiangsu, Jiangxi, and Shandong will also face heavy rainfall, making the flood control and typhoon prevention situation complex and severe.

The consultation emphasized that all regions must resolutely overcome complacency, and firmly implement the primary responsibilities of local Party committees and governments, the supervisory responsibilities of industry departments, the responsibilities of grassroots patrol, protection, and evacuation, as well as the flood prevention and safety responsibilities of enterprises and institutions. Close monitoring of the typhoon's movement, rainfall, and flood conditions is required, with increased frequency of monitoring and forecasting for key areas such as small and medium-sized rivers and mountainous small watersheds, and scientific regulation of flood control engineering systems. The linkage between early warnings and emergency responses must be strengthened, with strict enforcement of rigid constraints such as work, school, class, business, and transportation suspensions. Guidance and control should be enhanced for high-risk areas including tourist attractions, subways, and underground spaces, and safety management of vessels sheltering in ports and evacuated personnel must be ensured.

The consultation pointed out that scientific regulation of key flood control projects is needed, including pre-lowering water levels in rivers, lakes, and reservoirs, strengthening patrol and protection of reservoir dams and river embankments, and increasing monitoring and safety control of important infrastructure such as highways, transportation hubs, bridges, and tunnels. The "call-and-response" mechanism for imminent disaster warnings and tracking feedback should be improved. Evacuation and relocation plans must be implemented for high-risk areas such as mountain torrent gully mouths and narrow river channels, as well as key sites like construction sites and elderly care institutions. Special attention should be given to vulnerable groups such as the elderly, weak, sick, disabled, and pregnant women, ensuring daytime, early, and priority evacuations. Management and services at resettlement sites should be strengthened to strictly prevent evacuated personnel from returning without authorization. Additionally, scientific and efficient rescue and disaster relief operations should be carried out, with improved joint duty mechanisms, timely sharing of disaster and hazard information, coordinated deployment of equipment and materials from all parties, and implementation of communication backup and emergency power generation equipment to enhance emergency communication capabilities under extreme "three-cutoff" scenarios.
