China Coal's 100,000-ton Green Methanol Project in Linxi County Enters EIA Approval Stage for Partial Components

en.Wedoany.com Reported - On July 13, the environmental impact assessment (EIA) for the wind-solar hydrogen production integrated project (Phase I green methanol portion) of China Coal in Linxi County entered the approval stage. The total investment of the project is 3.89 billion yuan, aiming to build a full industrial chain encompassing wind power, photovoltaic, green hydrogen, and green methanol. The Phase I project plans to complete an investment of 1.5 billion yuan within the year. By coupling wind and solar resources with biomass resources, the project explores a low-carbon pathway for green hydrogen production from renewable electricity and biomass gasification to produce green methanol, with the green methanol portion primarily using cow manure as feedstock.

In terms of key progress, on November 26, 2025, the feasibility study report review meeting for Phase I was held at the North China Power Engineering Co., Ltd. of China Energy Engineering Group. On May 20, 2026, the EIA report for the 100 MW photovoltaic power generation portion of Phase I was accepted by the Linxi County Branch of the Chifeng Municipal Bureau of Ecology and Environment. On June 23, 2026, the Inner Mongolia Autonomous Region Department of Ecology and Environment approved the EIA for the 220kV step-down substation project of the hydrogen production portion of Phase I. The substation will newly install 2×70MVA and 2×31.5MVA main transformers, with 3 outgoing 220kV lines. On July 13, 2026, the EIA for the green methanol portion entered the approval stage.

The hydrogen production portion of Phase I will produce 7,901 tons of hydrogen annually, with a total project investment of 517.98 million yuan and a building area of approximately 4,550 square meters. It plans to construct a hydrogen production workshop, equipped with 16 sets of 1400Nm³/h alkaline water electrolysis hydrogen production units and 10 sets of 2,000m³ hydrogen spherical tanks, along with supporting facilities such as the step-down substation, directly consuming wind and photovoltaic power.

The green methanol portion of Phase I will produce 100,000 tons annually, with a total investment of approximately 1.146 billion yuan. The technical route uses cow manure as feedstock, employing biomass gasification technology coupled with green hydrogen from water electrolysis to synthesize methanol. Main construction includes: biomass gasification production line (2 series of biomass pulverization units, 1 series of gasification units, and slag water treatment units), crude syngas purification production line (including shift conversion, ammonia washing, PDS wet desulfurization, PSA decarbonization units, etc.), one set each of methanol synthesis and distillation production lines, an air separation production line, CO₂ compression units, and other auxiliary facilities. This route utilizes local livestock organic waste and enhances methanol yield while reducing carbon emissions through the injection of green hydrogen.

Currently, the EIA for the hydrogen production and green methanol portions of Phase I has entered the approval or approved stage, and the 100 MW photovoltaic portion has also been accepted. The overall progress aligns with the expectation of full commencement within the year. The construction of this project will extend the clean energy industrial chain in Linxi County and the Chifeng region, providing a scalable reference for the resource utilization of biomass waste coupled with green hydrogen in chemical processes.
