This structural arrangement establishes a mechanism to circumvent the independent licensing obstacles that have hindered competing constellations in the region.

The upcoming commercial deployment creates a clear technical and structural contrast between the two non-terrestrial networks vying for market share in Southern Africa. The local distribution partner is Herotel, an internet service provider and fiber/wireless infrastructure operator owned by Maziv, which will serve as the local licensee. The satellite service will be commercialized and distributed to end users under the Evry brand name. Amazon's LEO satellite constellation currently has approximately 400 operational satellites in orbit, while competitor SpaceX's Starlink constellation has expanded to over 10,000 active satellites in orbit.

This agreement represents a significant tactical divergence for foreign satellite operators in navigating South Africa's Electronic Communications Act. The local statutory framework stipulates that any entity holding a national network license must be at least 30% owned by historically disadvantaged groups. SpaceX has historically refused to cede equity in its domestic operations, leading to a public standoff and prolonged regulatory deadlock over Starlink's approval. In contrast, Amazon has chosen an indirect market path. Under the structured framework, Herotel will retain full custodianship of all required network and service licenses, while Amazon operates strictly as an upstream technology and space segment provider, holding no South African telecom licenses itself.

Although Amazon possesses significantly fewer orbital assets than its competitor, the regulatory approval enables the company to potentially launch services in South Africa ahead of Starlink. Herotel and Amazon are currently finalizing localized ground segment routing infrastructure, with the formal commercial launch of the Evry broadband service planned for 2027.
