Located in the North Sea Canal area of the Netherlands, the Abeona CCS project aims to serve hard-to-abate industrial emission sources in the region and beyond. The project plans to transport captured CO2 from the Port of Amsterdam to the North Sea via a repurposed pipeline, injecting it into the depleted Helm and Helder oil fields for permanent storage, with a total design storage capacity of at least 30 million tonnes.

Under the contract, Worley will refine the project development concept, establish a technical foundation, reduce execution risks, and provide cost estimates for subsequent phases. The project scope involves repurposing existing offshore infrastructure, including the reuse of a 20-inch pipeline to transport CO2 from Amerikahaven in the Port of Amsterdam to the offshore storage site. The Abeona project is being developed by Abeona CCS Storage B.V., a subsidiary of the Petrogas Group, and adopts an open-access model allowing multiple industrial users to utilize the infrastructure. With decades of ownership of the pipeline and operation of the oil fields, the Petrogas Group possesses comprehensive operational knowledge and experience of the infrastructure and reservoir, helping to mitigate project development risks.

Worley's experience in North Sea offshore development and CCS was a key factor in securing this contract. The company will integrate various project elements to ensure alignment between facilities and the pipeline system, supporting the delivery of the pre-FEED and enabling a transition to the front-end engineering design phase. A public consultation process has recently been initiated, with a six-week consultation period allowing local communities and stakeholders to review the plans and provide feedback. The pipeline suitability assessment was completed in May 2026, confirming the pipeline's condition for repurposing for CO2 transport, providing technical support for the advancement of the Abeona project. The project is expected to commence operations by the end of 2030, offering a new CO2 storage option for industrial decarbonization in the Netherlands.
