Welsh Government launches tender for A483 Llandeilo bypass project, estimated at £80 million

The project is estimated at £80 million (excluding VAT) and will construct a new road bypassing the town centres of Llandeilo and Ffairfach to divert through-traffic, alleviate congestion, and enhance safety along the A483 corridor.

The tender adopts the competitive flexible procedure under the Procurement Act 2023. The procurement process is divided into two stages: the first is the selection stage, with up to five bidders shortlisted; this is followed by the bidding stage to determine the final successful contractor. Bid scoring applies a weighting of 70% quality and 30% price. Bidders must submit participation applications by noon on 24 September, with the contract expected to be awarded in March or April 2027.

The project is proposed to adopt a two-stage Early Contractor Involvement (ECI) delivery model. The successful contractor will first advance design development work and assist the Welsh Government in completing the statutory procedures required for the project. Following the receipt of necessary approvals and satisfactory contractor performance, the contract will transition to the detailed design and construction stage. The preferred route for the project has been confirmed, including a new bridge approximately 100 metres in length crossing the River Towy. Mott MacDonald is managing the procurement for this tender via the Delta e-tendering portal.

The A483 Llandeilo bypass is a long-dormant infrastructure project. The Welsh Government issued a prior market engagement notice in October 2025, and Arcadis Consulting was appointed as the project employer's agent in June 2025. The publication of this tender notice marks the formal commencement of the project's procurement procedure.
