UK Government Reaffirms Target to Start A66 Northern Trans-Pennine Dual Carriageway Project by End of 2026
en.Wedoany.com Reported - The UK Department for Transport (DfT) has recently reaffirmed its commitment to the A66 Northern Trans-Pennine dual carriageway upgrade project, confirming that National Highways is progressing work towards the target of commencing main construction by the end of 2026. The statement follows a visit to the region by Chief Secretary to the Treasury Emma Reynolds last week.

The A66 Northern Trans-Pennine project is one of the largest road upgrade schemes in Northern England. The project will upgrade the remaining approximately 30 kilometres of single carriageway sections to dual carriageway along the full 80-kilometre route between Junction 40 of the M6 motorway at Penrith and Junction 53 of the A1(M) at Scotch Corner, covering six separate sections. The project also includes junction improvements and targeted enhancements to existing dual carriageway sections. Upon completion, the entire 80-kilometre corridor will provide continuous dual two-lane carriageways in both directions, with a maximum speed limit of 70 mph (approximately 113 km/h).
The project has a planned investment of approximately £1.4 billion. In March 2024, the then Secretary of State for Transport formally issued the Development Consent Order. After the Labour government took office in July 2024, the project was temporarily paused pending a public spending review. In July of the same year, ministers confirmed the project would proceed as part of the broader £92 billion national road and rail investment programme. In July 2025, a legal challenge brought by the environmental group Transport Action Network was dismissed, consolidating the project's planning status.
On 26 March 2026, the UK Government published the third Road Investment Strategy (RIS3), covering 2026 to 2031, with total national investment exceeding £27 billion. Of this, Northern England will receive over £4.4 billion for priority improvements and refurbishment works. RIS3 explicitly lists the A66 Penrith to Scotch Corner dual carriageway upgrade as a core project. The strategy is designed to support the government's Northern Growth Strategy, with the A66 route positioned as a key corridor connecting towns and cities across Northern England, serving freight and international ports. Other major road projects launched under the RIS3 framework include the Lower Thames Crossing, the A38 Derby Junctions, the A46 Newark Bypass, and the M54 to M6 Link Road.
Pre-construction preparatory work is already underway, including archaeological surveys along a 21-mile stretch, utility diversions, and negotiations with landowners. Multiple early works tenders have been issued in 2026, including the Scheme 6 Warcop substation foundation works (contract period March 2026 to March), and Phase 2 of the central reserve works for Schemes 1 and 2 (contract commencement date 1 November 2026). On 31 July 2026, the government formally appointed the Senior Responsible Owner (SRO) for the A66 Northern Trans-Pennine project, effective from 1 April 2026. According to a parliamentary written answer, the project's final business case is progressing through the approval process.
A DfT spokesperson said: "National Highways is working towards starting construction by the end of 2026, with further details to be announced when National Highways publishes its delivery plan this summer". However, National Highways has not yet published an exact construction start date. Upon completion, the project is expected to reduce one-way journey times by up to 12 minutes, and improve safety on a stretch of road long criticised for its accident record. Since 2023, at least 12 fatal collisions have been reported on the A66. The route has a high dependency on freight, with 25% of traffic being heavy goods vehicles. Local campaigners, MPs, and businesses have long called for the project to proceed.
