Eiffage Consortium Awarded Civil Engineering Contract for Neomat CAM Plant in France

en.Wedoany.com Reported - On September 9, Neomat CAM awarded the earthworks and building construction contract for its cathode active material plant in Dunkirk, France, to a consortium led by Eiffage Génie Civil. Neomat CAM is 51% owned by XTC New Energy, an affiliate of Xiamen Tungsten New Energy, and 49% by Orano. The plant is located in Gravelines and Loon-Plage, with a total investment of nearly 500 million euros, a designed cathode active material production capacity of 40,000 tons per year, and production scheduled to begin by the end of 2028.

The civil engineering consortium is led by Eiffage Génie Civil, with Eiffage Construction, Eiffage Métal, Eiffage Route, Bemaco, and Ramery participating jointly. The contract scope covers site earthworks and building construction, involving nearly 60,000 square meters of industrial facilities, including approximately 45,000 square meters of production workshops, 5,900 square meters of warehouses, 5,650 square meters of industrial water treatment station, and 2,500 square meters of utility area.

The construction phase is expected to consume approximately 37,000 cubic meters of concrete, which will be produced at an on-site batching facility; approximately 3,000 tons of rebar and 6,200 tons of structural steel will also be used. Eiffage disclosed that the structural steel materials mainly come from France and Europe, and up to approximately 400 personnel will be deployed at the peak of construction. Civil engineering, building construction, and subsequent plant installation work will continue until 2028.

The Neomat CAM project has formed a continuous implementation timeline. The public inquiry was completed in the summer of 2025, and the building permit was obtained in October 2025; the company's board of directors made the final investment decision on March 4, 2026. After the groundbreaking ceremony held on May 29, the site entered the preliminary engineering phase; on July 16, the tunnel boring machine for the plant's wastewater pipeline tunnel construction was named. With the Eiffage consortium now awarded the earthworks and plant building construction contract, the project's construction scope has further advanced from preliminary site and underground supporting works into the main industrial building construction.

The plant is designed to produce 40,000 tons of cathode active material per year, corresponding to the material demand of approximately 500,000 electric vehicles, with production scheduled to begin by the end of 2028. Production facilities, warehousing, industrial water treatment, and utility facilities are all included in this round of industrial plant construction. This contract constitutes the civil engineering and building construction package of the overall Neomat CAM project and is not equivalent to the general contract for the entire 500 million euro project.
