Wedoany.com Report-Jun 23, The consortium leading Estonia’s Saare 1 offshore wind project has expressed support for the national authorities’ decision to begin the superficies licence and environmental impact assessment (EIA) processes. The Consumer Protection and Technical Regulatory Authority (CPTRA) initiated these steps after confirming in January 2025 that Oxan Energy won the auction for the 88km² Saare 1 site, located 60km west of Saaremaa Island.
The consortium, comprising Oxan Energy, Ocean Connect Energy, and SNOW, plans to develop up to 900MW of wind capacity in this area, designated as an innovation zone in Estonia’s maritime spatial plan. The project may utilize both fixed-bottom and floating foundations to suit water depths reaching 85m.
The consortium stated: “We are committed to a transparent, environmentally responsible development path, working closely with local communities, regulators, and stakeholders.”
CPTRA regulations require the EIA to be submitted within 18 months, with a comprehensive report due within 24 months. The final turbine layout and number will be determined after completing technical studies and environmental assessments. This initiative marks a significant step toward advancing renewable energy in Estonia while prioritizing environmental and community considerations.
