India's MSEDCL Launches 1000MW/4000MWh Energy Storage Tender
en.Wedoany.com Reported - On September 24, Maharashtra State Electricity Distribution Company Limited (MSEDCL) of India issued a battery energy storage system tender, planning to procure 1000MW/4000MWh of energy storage capacity through a tariff-based competitive bidding process, with a contract period of 5 years and a green shoe option of 500MW/2000MWh. The project is configured for one full charge-discharge cycle per day. If the green shoe option is fully exercised, the total procurement scale can reach up to 1500MW/6000MWh. This tender is intended to fulfill MSEDCL's Energy Storage Obligation (ESO).
This round of procurement adopts a Build-Own-Operate (BOO) model, under which the winning BESS developer is responsible for constructing and long-term ownership of the energy storage assets, and then provides energy storage services to MSEDCL. The minimum bid size for a single bidder is 100MW/400MWh, and the maximum is 1000MW/4000MWh. The energy storage system needs to operate according to MSEDCL's dispatch instructions, with charging primarily scheduled during solar power generation hours, and the discharge window covering 17:00 to 7:00 the next day.
The responsibilities for project power supply and grid connection have also been divided. MSEDCL will provide the electricity required for energy storage charging at the project's grid connection point, while the winning developer is responsible for constructing grid connection facilities, including the interconnection bay and related ancillary equipment, and maintaining the agreed available capacity throughout the entire 5-year contract period. The tender also sets performance security requirements, and developers need to submit corresponding bank performance guarantees based on the awarded capacity.
According to the official tender schedule, the tender documents were officially opened at 22:00 on September 24, and the deadline for submitting queries regarding the RfS document is September 28. The deadline for technical and financial bids is 15:00 on October 6, and the technical bids are scheduled to be opened at 16:00 on the same day; bidders who pass the technical review then enter the financial bid opening and electronic reverse auction stage.
