Five Bids Received for Riyadh East Wastewater Treatment Project in Saudi Arabia

en.Wedoany.com Reported - On September 29, Saudi Water Partnership Company received five competitive bids for the Riyadh East Independent Sewage Treatment Plant project, with participation from local and international water companies. The project is being developed under a PPP model and implemented under a build-own-operate-transfer structure, with a concession period of 25 years.

The first phase of the project has a sewage treatment capacity of 200,000 cubic meters per day, with provisions reserved for future expansion. The latest bid information shows that the expanded capacity can reach 400,000 cubic meters per day. The scope of work also includes reclaimed water utilization facilities and a water conveyance pipeline system to transport treated sewage to downstream utilization points.

The five bidding consortia are: Miahona, Marafiq and Bin Omairah Holding; GS Inima and Alkhorayef Water and Power Technologies; Metito Utilities, Etihad Water and Electricity and TamimCo; Suez, Civil Works Company and Al Awael Modern Contracting; and Lamar Holding and China Harbour Engineering Company.

The project's tender documents were issued in October 2025, after which the developer competition stage began. Saudi Water Partnership Company will review the technical and commercial proposals, determine the preferred bidder, and then proceed with the signing of the project agreement. Development is currently planned to commence in 2027, with commercial operation targeted for 2030.

The project is part of Saudi Arabia's PPP project portfolio aimed at expanding sewage treatment and reclaimed water utilization capacity. Under Saudi Water Partnership Company's existing plans, independent sewage treatment projects generally adopt long-term sewage treatment agreements and BOOT structures, bringing in private capital to undertake financing, construction, and operation.
