China Datang Plans to Develop 2 GW Offshore Wind Project in Azerbaijan
en.Wedoany.com Reported - On October 22, at the Green Energy Corridor thematic forum held in Baku, the capital of Azerbaijan, China Datang Corporation Overseas Investment Co., Ltd. stated that it plans to advance the development of an offshore wind project in Azerbaijan's sector of the Caspian Sea before 2030, with the electricity generated intended to be transmitted to the European market through the Caspian–Black Sea Green Energy Corridor. According to the cooperation memorandum previously signed, the offshore wind project has a planned installed capacity of 2 GW and is currently in the preliminary development and investment scheme research stage.

China Datang and Azerbaijan's energy authorities are discussing the feasibility of building a 200 MW offshore wind farm in the first phase, while simultaneously assessing the implementation progress of a local 100 MW photovoltaic project. The related cooperation covers offshore wind resource development, project investment arrangements, and grid connection schemes, with specific development work to be advanced based on the results of technical and economic studies.
The project cooperation began with a memorandum of understanding signed in April 2025. At that time, the Ministry of Energy of Azerbaijan, the green energy subsidiary of the State Oil Company of Azerbaijan Republic, China Datang Corporation Overseas Investment Co., Ltd., and PowerChina Group Overseas Investment Co., Ltd. reached a cooperation arrangement to jointly assess investment opportunities for the 2 GW offshore wind project in Azerbaijan's sector of the Caspian Sea and to study related technical, legal, and implementation mechanisms.
In June of the same year, China Datang signed a green energy corridor cooperation memorandum with the Azerbaijan Renewable Energy Agency, covering grid system studies, cross-border power transmission schemes, and high-voltage direct current transmission technology. The two sides plan to bring in Chinese enterprises with experience in transmission line design, engineering construction, and project management to participate in the related studies, and to explore engineering technology and financing support arrangements.
According to the feasibility study scheme published by the Azerbaijani side, the Caspian–Black Sea–Europe Green Energy Corridor is planned to have a transmission capacity of approximately 4 GW and a total route length of about 3,000 kilometers, connecting to the European electricity market via Azerbaijan, Georgia, Romania, and Hungary. The corridor is scheduled to make a final investment decision in 2029 and to be put into operation in phases from 2032. The offshore wind project planned by China Datang will study power export arrangements around this cross-border transmission channel.
