Procuring Entity Profile: Karlsruhe Messe- und Kongress-GmbH is one of Germany's established trade fair and congress venues and a leading organizer in one of Europe's strongest economic regions. It hosts approximately 280 events annually, including about 45 trade fairs, 90 congresses, and 145 cultural events, attracting up to 750,000 visitors and 7,500 exhibitors. Event locations include the Karlsruhe Congress Center and the Karlsruhe/Rheinstetten Exhibition Center, including their respective outdoor areas.

Overall Scope of Services: The successful bidder will be granted the right to provide electrical engineering services for event operations for Karlsruhe Messe- und Kongress-GmbH and its clients at the Karlsruhe Congress Center and the Karlsruhe/Rheinstetten Exhibition Center, as well as the right to provide necessary electrical engineering services for building management at the venues. The contract period is from January 1, 2027, to December 31, 2030.

Scope of Electrical Engineering Services for Event Operations: Provide electrical engineering support for approximately 280 events annually, including booth power supply configuration and connection, setup of temporary lighting systems for events, power support for audio and large-screen equipment, inspection and maintenance of distribution boxes and circuits within exhibition halls, monitoring of on-site power load during events, emergency electrical fault repair, response to temporary power demands from exhibitors, and dismantling and recovery of electrical equipment after events.

Scope of Electrical Engineering Services for Building Management: Daily operation and maintenance of permanent electrical facilities at the exhibition venues, including inspection of high and low voltage distribution rooms, maintenance of transformers and switchgear, repair of venue lighting systems, testing of emergency lighting and evacuation indicator systems, monitoring of the electrical components of building automation systems, management of electrical fire monitoring systems, inspection of cable trays and circuits, data collection and verification from energy metering equipment, and execution of preventive maintenance plans for electrical equipment.

Service Response Requirements: Must provide 7×24 emergency response. On-site electrical engineers must be stationed during events. Response to routine repairs must arrive on-site within 2 hours. Emergency faults must be responded to and handled within 30 minutes.

Personnel Qualification Requirements: On-site operational personnel must hold certified electrician qualifications from German electrical industry associations. The project manager must have at least 5 years of experience in electrical operation and maintenance management for large exhibition centers or similar public venues.

Sustainability Requirements: Service providers must provide a clear energy-saving and consumption-reduction plan, prioritize the use of electrical equipment with energy efficiency class 2 or higher, and operational processes must comply with the ISO 50001 Energy Management System standard.
