Established in partnership with the Rise Construction Framework, this four-year agreement will run until March 2030, aiming to provide engineering and consulting services to public sector clients. This public housing framework is divided into 12 categories, covering general building, refurbishment, M&E engineering, civil engineering, fire safety, and a range of specialist services.

Public sector bodies such as NHS organizations, local authorities, housing providers, and education clients can award work projects through direct procurement under this public housing framework. Project awards can be made via direct or competitive allocation in accordance with the Procurement Act 2023. In the general building category, 38 contractors have been appointed, including Morgan Sindall Construction & Infrastructure, Robertson Construction North West, Seddon Construction, and Stepnell. The refurbishment category involves 35 companies, while 15 contractors have secured slots in the M&E engineering category.
Civil engineering and highway works will be carried out by eight companies, including Eric Wright Civil Engineering and McPhillips Wellington. The consulting category includes practices such as AHR Architects, Rider Levett Bucknall, and Walker Sime, providing architectural, project management, and cost consultancy services. Regenda stated that the public housing framework will operate as a closed arrangement, with reserve suppliers identified to fill any vacant slots, and fees charged to suppliers ranging from 0.5% to 2%.
The public housing framework covers the North West, Yorkshire and Humber, and North Wales, targeting sectors including healthcare, education, and housing. It is segmented by project value into different bands, from schemes under £100,000 to those exceeding £15 million, with individual direct procurement contracts using custom terms and conditions set by the client. The total framework value is £428 million, excluding VAT, and aims to enhance the efficiency and synergy of public housing projects.
