This submission marks the official start of the public presentation of the study. Formally delivered by the concessionaire, the study is currently under review by the National Land Transport Agency (ANTT), aiming to select the most attractive option for regional development from social, economic, and technical perspectives. The project's advancement is considered a key measure to enhance safety on BR-381, improve urban traffic, and strengthen the national logistics corridor.

The duplication of this stretch was not within the original scope of the contract between ANTT and Nova 381. Given the project's social importance, the agency authorized the concessionaire to conduct this feasibility study (EVTEA) in December 2025. If the study is approved by the regulatory body, the duplication will be incorporated into the Nova 381 project and executed through a contract amendment.

The future duplication project will address the social and economic demands of the people of Minas Gerais for road improvements that have persisted for over three decades. It is estimated that all works will be completed within six years, following ANTT's final approval and the completion of necessary procedures to include the investment in the concession contract.

Safety and accident reduction are core concerns of the project. By duplicating the 74-kilometer stretch, a reduction in the number of serious and fatal accidents on the highway is expected. Separating traffic flow into two lanes will ensure safer overtaking conditions and eliminate the risk of head-on collisions, the most severe type of accident recorded on this stretch. The project also considers integrated social and environmental benefits, such as reducing greenhouse gas emissions caused by traffic congestion.

In addition to the humanitarian benefits of road safety, the feasibility study (EVTEA) details the significant positive economic impacts for the eastern region of Minas Gerais. BR-381 is the state's main logistics corridor, connecting key production areas. The modernization and duplication of this stretch will directly optimize the flow of agricultural, industrial, and steel products from the Steel Valley (Vale do Aço) and the Metropolitan Region of Belo Horizonte to Espírito Santo (Vitória, Tubarão, São Mateus), Rio de Janeiro (Açu), and regions connecting to northeastern Brazil. The improvement in infrastructure is expected to reduce the so-called "Brazil cost," enhance the competitiveness of local businesses, and attract new investments to Governador Valadares and surrounding areas.

Nova 381 is the concessionaire responsible for the management, operation, maintenance, and infrastructure works of the 303.4-kilometer stretch of BR-381 between Belo Horizonte and Governador Valadares. Management of this stretch was taken over by the concessionaire in February 2025, with a commitment to transform it into a safe, modern, and efficient road to drive the socio-economic development of 21 municipalities in Minas Gerais along its route.
