The agreement for the construction of Kazakhstan's critical raw materials laboratory was signed in Brussels, with the European Bank for Reconstruction and Development (EBRD) and France's Bureau Veritas officially contracting for the project. Under the agreement, Bureau Veritas will be responsible for preparing a feasibility study for the laboratory construction project, covering key aspects such as the construction site and model, and completing all preparatory work before the project commences.

This project was initially proposed by Kazakh President Kassym-Jomart Tokayev at the Samarkand Summit, aiming to enable Kazakhstan to conduct relevant research and analysis domestically while developing and exporting critical raw materials, thereby increasing the added value of resources. EU Ambassador to Kazakhstan, Kestutis Jankauskas, stated during a meeting with journalists that one of the most significant outcomes of this visit was the signing of the agreement related to the laboratory project. She also noted that during the talks in Brussels, multiple economic cooperation agreements were signed between the two sides. The largest among them was an agreement with Airbus for the purchase of up to 50 aircraft. Additionally, Kazakhstan signed a €150 million loan agreement with the European Investment Bank to upgrade road infrastructure, focusing on renovating key highway sections in southwestern Kazakhstan that connect Central Asian countries with the Trans-Caspian transport route, in support of the development of the Trans-Caspian International Transport Corridor.
