en.Wedoany.com Reported - The Hainan Provincial Department of Transportation, in conjunction with the Provincial Department of Tourism, Culture, Radio, Television and Sports and the Hainan Maritime Safety Administration, has issued the "Ten Measures to Accelerate the Quality and Efficiency of Hainan's Cruise Industry" (hereinafter referred to as the "Measures"). The Measures propose specific actions across four key areas: route operations, itinerary development, cross-border cooperation, and regulatory services, aiming to propel the province's cruise industry towards a modern, internationally competitive system.

Regarding route operations, the Measures specify that priority will be given to ensuring the continued operation of established cruise routes such as "Hong Kong–Sanya" and "Sanya–Vietnam," while simultaneously enhancing service quality. Building on the stability of existing routes, Hainan will focus on expanding diversified cruise tourism products. Plans include launching a series of themed itineraries centered on the "Maritime Silk Road," integrating historical and cultural resources, natural landscape features, and the customs of countries along the route to create a globally attractive cruise tourism brand. Concurrently, Hainan will strengthen collaboration with Guangdong and Guangxi provinces to jointly explore and develop premium cross-provincial cruise tourism itineraries, further tapping into the potential of marine tourism resources.

Hainan plans to increase cooperation with cruise tourism suppliers, focusing on partnering with leading suppliers from countries such as Malaysia, Singapore, Vietnam, and Thailand, as well as the Hong Kong Special Administrative Region of China, to jointly design and promote cross-border cruise itineraries and specialty products. Furthermore, it will promote the coordinated development of boat and yacht tourism resources, encouraging tourism enterprises to develop combined products such as "cruise landing plus coastal sightseeing by boat," "cruise vacation plus yacht fishing at sea," and "river-sea direct connection plus mountain-sea linkage," thereby strengthening integration with leisure tourism activities like sightseeing boats and yachts.

To ensure the effective implementation of the Measures, Hainan will establish a refined "one-ship, one-policy" regulatory and service mechanism. This mechanism will dynamically adjust and optimize service measures based on each cruise ship's approved passenger capacity and differentiated safety management needs, thereby enhancing the precision and effectiveness of regulation and providing institutional safeguards for the high-quality, safe, and orderly development of Hainan's cruise industry.
