Peru's Ositran Identifies $3.4 Billion Improvement Opportunities for the Peripheral Ring Road Project

en.Wedoany.com Reported - Peru's Supervisory Agency for Investment in Public-Use Transportation Infrastructure (Ositran) has identified opportunities for improvement in optimizing property management and interference removal processes following technical monitoring of the Peripheral Ring Road Project (Anillo Vial Periférico, AVP).

This strategic infrastructure project, with an estimated investment of approximately $3.4 billion, will benefit 4.3 million citizens upon completion and enhance connectivity between the Lima Metropolitan Area, Callao, Jorge Chávez International Airport, and the ports of Callao and Chancay.

To implement the AVP project, 2,479 properties need to be acquired, of which 2,280 are private and 199 are state-owned. Among these properties, 2,057 correspond to Section 2 (Independencia-Chosica), 345 to Section 3 (Chosica-San Luis), and 77 to Section 1 (Callao-Independencia).

To date, 609 properties are available for the project, marking significant progress in one of the most complex phases of large-scale works.

Of the available properties, 532 are located in Section 2, 47 in Section 3, and 30 in Section 1. Additionally, 525 properties (86%) were acquired through direct agreement processes, while the remaining 84 (14%) were incorporated via interstate transfers managed by the National Superintendence of State Assets (SBN).

Interference removal management, led by the concessionaire (Proinversión), continues, involving the relocation and adjustment of water supply, drainage, energy, telecommunications, and other public service networks. Among the interferences deemed essential, physical intervention progress stands at 7%, 5%, and 0% for Sections 1, 2, and 3, respectively.

Regarding the Final Engineering Design Studies (EDI), Section 1 has received official approval from the concessionaire. The first part of Section 2 has been approved, with the second part under submission, and the final EDI is scheduled for completion by September 2027; Section 3 is under review to address final feedback.

Based on the experience gained at this stage, Ositran has identified opportunities to strengthen technical information management, promote updated and interoperable registries, improve inter-institutional coordination mechanisms, and integrate tools to more efficiently handle processes related to property management and interference removal.

Proposed recommendations include implementing a comprehensive national property management system, establishing unified information exchange standards, and enhancing inter-institutional coordination.

As part of its digital transformation strategy, the regulatory agency is also promoting the use of the Building Information Modeling (BIM) methodology, which optimizes planning, supervision, and information management throughout the lifecycle of complex infrastructure projects. To this end, a BIM room has been set up on the fourth floor of its headquarters, considered the most modern and highest-capacity facility of its kind developed by a public entity in the country.

The Peripheral Ring Road project plans to construct a 34.8-kilometer expressway with three lanes in each direction, free side roads, 11 viaducts, 16 underpasses, 18 overpasses, and over 4 kilometers of tunnels. Upon completion of this infrastructure, travel time from Callao (200-mile roundabout) to the Circunvalación Avenue (fruit market) will be reduced to approximately 40 minutes.
