The authority noted that many areas within the city still lack Geographic Information System (GIS) records, and relevant data is difficult to update in near real time; fragmented paper-based plans and datasets with inconsistent standards will be replaced by a single authoritative database, providing decision-making support for road planning, facility maintenance, and logistics dispatch.
This project aims to unblock information bottlenecks in cross-departmental transport projects. In the past, multiple plans and datasets conflicted with one another, hindering inter-departmental coordination; the new register will enable planners to more easily access current road geometry and ownership information. The project is advancing along two tracks: the first AI system focuses on dataset integration and visualizes proposed road corridor options on the GIS platform, allowing planners to assess feasibility and impact, and providing a clearer basis for logistics and route selection. Once the data layer is unified, the system can aggregate multiple municipal and institutional datasets, clarify overlaps and contradictions, and accelerate project assessment and prioritization across municipal departments.
The second system targets approved plan documents from the Chennai Metropolitan Development Authority and the Directorate of Town and Country Planning, extracting road information from them and converting it into GIS-ready datasets to seed the digital road repository. The extraction process will standardize the formats of various plan documents, record attributes such as carriageway width and route alignment, and attach metadata to facilitate future updates. As data accumulates, the repository is expected to become the authoritative source of record for road infrastructure in the Chennai metropolitan area.
CUMTA stated that, through inter-agency data sharing and validation workflows, the system will improve near-real-time maintenance planning, emergency response route selection, and asset management. Implementation will still need to address the uneven quality of historical documents and establish governance mechanisms for data accuracy and access permissions. The authority plans to proceed in phases while strengthening collaboration with municipal corporations, planning agencies, and utility bodies to ensure the register remains continuously updated and reliable. This project is part of the city's broader efforts to apply digital tools to urban management and align transport planning with smart city goals. If delivered on schedule, it is expected to reduce redundant work, provide a clearer basis for funding decisions, and improve travel outcomes for road users.
