Dubai Municipality Signs Construction Technology Cooperation Agreement with Singapore's BCA International
en.Wedoany.com Reported - Dubai Municipality has signed a cooperation agreement with BCA International, a subsidiary of Singapore's Building and Construction Authority, to collaborate in green building, modern construction methods, and construction management capabilities. The agreement will support professional training, technical visits, and exchanges on building policies and industry practices, and will promote greater collaboration between Singaporean enterprises and Dubai development projects, while also participating in the assessment of certain Dubai projects and buildings.

The cooperation was reached during a visit by a Dubai Municipality delegation to Singapore. The delegation focused on examining modular construction, artificial intelligence, automation, digital twins, sustainable infrastructure, and smart city technologies, and exchanged views with Singapore's Building and Construction Authority and BCA International on construction productivity, advanced construction and inspection technologies, construction cost management, green building standards, and the digital transformation of the construction industry.
The two sides also focused on exchanging views on Prefabricated Prefinished Volumetric Construction (PPVC). This system completes the structure, mechanical and electrical systems, and partial finishing of building units in a factory before transporting them to the construction site for installation, which can reduce on-site work. The Dubai Municipality delegation conducted on-site visits to projects by United Tec Construction that adopt PPVC and modular technologies, learning about the component manufacturing, transportation, and on-site lifting processes, as well as the impact of related technologies on construction cycles, quality control, safety management, labor, and construction waste.
The delegation also visited Kajima Corporation's Asia-Pacific headquarters and R&D center at Changi Business Park, a facility used for testing construction robots, construction automation, digital twins, and intelligent building management systems. Dubai Municipality also visited modular building projects such as Avenue South Residence, providing technical references for subsequently applying relevant construction technologies and regulatory experience to Dubai's construction market.
This cooperation aligns with Dubai's policy direction in recent years to promote the application of modern construction systems. In June 2026, Dubai Municipality approved the Dubox modular building system for entry into the local construction system. The related systems are produced at a factory operated by AMANA Group in Dubai Industrial City, with a focus on improving construction efficiency, shortening project delivery cycles, and improving building quality.
This year, Dubai Municipality also launched the Construction Innovation and Research Centre platform, and joined with multiple technology enterprises and research institutions to advance testing of construction robots, automated construction, and new building systems. Following the establishment of institutionalized cooperation with BCA International, the scope of cooperation between the two sides has further extended from technical visits to training, policy exchanges, project assessment, and enterprise project matchmaking.
