UK's Link Group launches £840 million housing construction framework tender

en.Wedoany.com Reported - On 2 October, Scottish housing body Link Group launched a new round of framework procurement for main building contractors, with an estimated framework ceiling of £840 million excluding VAT, intended for new-build housing and related construction works over the next 4 years, with an extension option of up to 1 year. The procurement uses a restricted procedure, with the deadline for requests to participate set at 12:00 on 2 November 2026, and shortlisted firms expected to receive formal invitations to tender around 30 November.

The framework primarily covers housing projects ranging from 5 to 500 units, including detached houses, flats and retirement housing, with housing types spanning social housing, private rented housing and housing for market sale. The contract scope may also include refurbishment of existing properties, extensions, office and commercial buildings, community facilities, adaptation works and planned maintenance, and may include design and construction services.

The procurement is divided into 7 lots, grouped by project contract value and region. Lot 1 covers works of £3 million and below, Lot 2 covers works of £3 million to £6.5 million, and Lot 3 covers works of £6.5 million to £12.5 million; Lot 7 is specifically for the Argyll and Bute and Scottish Highlands areas, with individual project contracts worth up to £40 million. Each lot uses an evaluation weighting of 70% quality and 30% price.

The framework works are mainly located in the Scottish Central Belt, Argyll and Bute and the Highlands, with projects also permitted in other parts of Scotland. Link Group's Link Living, C~urb, Horizon Housing Association, Larkfield Housing Association and West Highland Housing Association can all procure works through this framework.

The tender documents also list several Scottish housing associations as potential users, including New Gorbals Housing Association, Partick Housing Association, Maryhill Housing Association, Sanctuary Scotland, Kingdom Housing Association, Scottish Borders Housing Association and Bield Housing & Care, among others. Participating organisations may procure housing construction and related works according to specific project needs during the framework's validity period.

The framework procurement is implemented under the Public Contracts (Scotland) Regulations 2015. Link Group will first screen contractors that submit SPD qualification documents, then invite firms meeting the qualification conditions for each lot to participate in formal tendering. Once the framework is established, specific housing and construction projects will be implemented through subsequent contract arrangements.
