CSA Group Publishes CSA Z251 Standard for Volumetric Modular Construction
en.Wedoany.com Reported - The CSA Group has published the Canadian national standard CSA Z251, Design of volumetric modular structures, establishing a unified technical framework for the design of volumetric modular buildings. The release of this standard comes as Canada promotes the expanded use of modular construction in housing and other infrastructure projects.

CSA Group stated that government and industry leaders are increasingly turning to modular construction as a means to accelerate project delivery, reduce waste, improve worker safety, and deliver more predictable outcomes. The organization also noted that the federal government has identified modular construction as one of the modern methods that can support large-scale housing delivery through Build Canada Homes.
According to the 2026 Canadian Permanent Modular Construction Industry Report published by the Modular Building Institute, Canada's modular construction industry is currently valued at over $5.5 billion and is expected to maintain annual growth of more than 5% through 2029. As adoption rates rise, clear and consistent standards are seen as helping to strengthen the confidence of designers, manufacturers, and building officials.
CSA Z251 is positioned as a supplement to the National Building Code of Canada, establishing key methodologies for the design of volumetric modular buildings. Such buildings are manufactured as modules off-site and then transported to the construction site for assembly. The standard covers multiple areas unique to modular construction, addressing structural design, building services, environmental separation, fire protection, manufacturing, and architectural considerations.
Dwayne Torrey, Director of Building and Infrastructure Standards at CSA Group, stated that modular construction has the potential to help Canada deliver housing and infrastructure faster, but scaling the industry requires unified building design practices; CSA Z251 provides this common framework, offering architects, engineers, manufacturers, and building officials clear recommendations and guidance for volumetric modular design, which helps improve consistency across projects and jurisdictions while supporting the delivery of safe, high-quality modular buildings across Canada.
Tom Hardiman, Executive Director of the Modular Building Institute, stated that the future of construction is faster, greener, and more modular, and that the modular industry is ready to grow; standards such as CSA Z251 provide the consistency and clarity needed to scale modular construction and also strengthen the confidence of businesses and communities investing in the industry.
The standard was developed by a technical committee whose members include architects, engineers, modular building manufacturers, and provincial and municipal building officials.
CSA Z251 builds on CSA Group's existing body of standards supporting modular construction, including CSA A277, Procedure for certification of prefabricated buildings, modules, and panels; CSA Z250:21, Process for delivery of volumetric modular buildings; and CSA Z252:23, Volumetric modular construction – Guide to compliance and approval processes.
Together, these standards cover key stages of the modular construction process, extending from design and manufacturing to certification, inspection, and approval, helping Canada deliver safe, high-quality, and efficient modular buildings through a more consistent approach.
