Fulton Hogan Awarded Contract for Stages 2 and 3 of Lincoln Town Centre Upgrade
en.Wedoany.com Reported - In early October, Selwyn District Council in New Zealand awarded the construction contract for Stages 2 and 3 of the Lincoln Town Centre Upgrade project to Fulton Hogan. The two stages will be constructed simultaneously, covering approximately 1 kilometer of Gerald Street in Lincoln town centre, extending from the end of the Stage 1 works near West Belt to the Springs Road intersection. Construction is scheduled to commence in late October 2026, with a build period of approximately 18 months and expected completion in April 2028. The scope of works includes urban road reconstruction, underground water supply and drainage network renewal, and traffic facility upgrades.

The project will upgrade the existing roundabout at the intersection of Gerald Street with Springs Road and Ellesmere Junction Road, installing traffic signals; signal control facilities will also be added at the intersection of Gerald Street and Vernon Drive. Road works include subgrade and pavement reconstruction, kerb and channel construction, road resurfacing, traffic marking renewal, and road lighting installation.
Underground infrastructure works cover the construction of new water supply pipes, stormwater drainage facilities, and the conversion of the existing open drain on the north side of Gerald Street to an underground pipe. Overhead power lines along the route will be relocated underground, while bus stop locations will be adjusted and new bus shelters constructed. Pedestrian facilities and separated cycleways are planned on both sides of the road, and some underground water supply pipes will be installed using directional drilling to minimize extensive excavation.
The construction plan published by Selwyn District Council is divided into three consecutive stages. From October 2026 to March 2027, construction will first proceed on the north side of Gerald Street and the Springs Road intersection, completing some water supply and drainage pipes, kerbs, and pedestrian and cycling paths; from April to September 2027, work will shift to the south side of the road, implementing underground utilities, footpaths, and street lighting. From October 2027 to March 2028, work will focus on road reconstruction, pavement surfacing, and traffic signal system installation, with signal commissioning planned for completion in March 2028.
Fulton Hogan previously undertook the Stage 1 works of the Lincoln Town Centre Upgrade, covering the section of Gerald Street from Kildare Terrace to West Belt, approximately 300 meters in length. Stage 1 included a public square, active transport facilities, pedestrian crossing facilities, and traffic signal works at the intersection of Gerald Street and West Belt. The scope of Stages 2 and 3 is approximately three times that of Stage 1, extending the existing town centre upgrade works toward Springs Road.
