Wedoany.com Report-Nov. 17, Kazakhstan’s president has signed a law establishing the country’s first regulatory framework for artificial intelligence, setting out principles for safety, transparency, and accountability in AI development and use.

The law formally recognises AI systems as tools to assist people in performing specific tasks and defines them as objects of informatization. It introduces a responsibility framework, making owners, operators, and users accountable according to their roles. Owners and operators are required to manage risks, ensure system safety and reliability, and provide support for users.

The legislation sets out broad principles including legality, fairness, transparency, explainability, data protection, and respect for human decision-making. It emphasises human well-being and privacy as primary considerations.

To protect individuals, businesses, and public order, the law prohibits AI systems that use manipulative or subconscious techniques, process personal data contrary to national law, or demonstrate other prohibited capabilities.

In addition, the legislation introduces mandatory labelling for goods, services, and works created with the assistance of AI, aiming to improve public awareness and transparency.

Aligned with international trends, Kazakhstan has also established a legal basis for a national AI platform. The platform will support the development, training, and pilot deployment of AI software and models for limited periods, providing a controlled environment for testing and innovation.

The new law represents a comprehensive approach to AI governance in Kazakhstan, balancing technological development with ethical and legal safeguards, and aims to promote responsible AI use while fostering innovation in line with global standards.
