Wedoany.com Report-Dec.12, The GelreGroen consortium and Dutch infrastructure agency Rijkswaterstaat have achieved financial close on the €1.3 billion ($1.4 billion) ViA15 motorway project, one of the largest ongoing road infrastructure developments in the Netherlands.

The ViA15 project includes a 2.5km bridge over the Pannerdensch Canal.

Delivered under a design, build finance and maintain (DBFM) public-private partnership, the project will extend and upgrade key sections of the A15 and A12 motorways in the Arnhem-Nijmegen region of Gelderland province.

Scope includes widening 11 km of the A15 between Valburg and Ressen, upgrading 12 km of the A12 between Westervoort and Oud-Dijk, and constructing a new 12 km A15 extension featuring a 2.5 km bridge across the Pannerdensch Canal. The consortium will also maintain the completed sections for the full contract period.

The improvements will create a seamless high-capacity corridor linking the Port of Rotterdam with industrial areas in Germany, while easing chronic congestion in eastern Netherlands.

GelreGroen comprises BESIX, Dura Vermeer, HOCHTIEF, Van Oord and John Laing. BESIX Invest arranged the project financing and holds an equity position.

Preparatory activities, including utility relocation and site investigations, started in late 2025. Main construction is scheduled to begin in early 2026, with the upgraded and new routes expected to open by the end of 2031.

The design incorporates noise-reduction measures, advanced drainage, intelligent traffic management systems and dedicated lanes for active mobility.

"At BESIX Nederland, we are proud to contribute to this important infrastructure project. Together with our partners, we look forward to delivering ViA15 and improving connectivity in the Netherlands. We thank Rijkswaterstaat for placing their trust in our consortium," said Boudewijn Bartholomeeusen, deputy director of BESIX Nederland.

David Mariage, senior manager for structured finance at BESIX Invest, added: "I'm very proud that, together with our partners, we have reached financial close for ViA15. The consortium could rely on BESIX Invest's deep expertise in structuring DBFM contracts. Now we look forward to the next step: execution."

Supported by the Dutch national government and the province of Gelderland, ViA15 forms a central component of efforts to eliminate regional bottlenecks and strengthen international transport links.
