Bury Council Launches £168 Million Highway Works Framework Tender

Wedoany.com Report on Feb 3rd, Bury Metropolitan Borough Council has recently launched the first-stage tender for a highway works framework valued at up to £168 million. The framework will cover the entire administrative area, providing construction, maintenance, and civil engineering services.

In accordance with the Procurement Act 2023, Bury Metropolitan Borough issued the tender notice on January 30. This highway works framework is planned to commence in July 2026 and run until June 2030, lasting for four years.

The framework is divided into 11 lots, covering areas such as minor and emergency maintenance, preventative maintenance, carriageway surfacing, road markings and anti-skid treatments, street lighting, major civil engineering, drainage investigations, highway structures, and coring. Individual project values range from £1,000 for testing works to over £10 million for major civil engineering schemes.

Bury Council estimates the total value of this highway works framework to be approximately £140 million (excluding VAT). It also notes that lot values may be shared across multiple workstreams, and there is no guarantee of expenditure levels for any specific lot.

The authority plans to select a maximum of three suppliers for each lot. The related work will be allocated during the framework period through direct call-offs or direct awards.

The first-stage tender process will evaluate bidders based on their legal, financial, and technical capabilities, using a pass/fail scoring system. Companies that successfully pass this evaluation will be invited to participate in the second-stage tender. The submission deadline is February 27, with the contract expected to be awarded in April.
