en.Wedoany.com Reported - The Spanish Ministry for Ecological Transition and the Demographic Challenge (Miteco), through its subordinate Institute for Energy Diversification and Saving (IDAE), has officially published the foundational confirmation order for the Innovae Plan in the Official State Gazette (BOE). This plan is an innovative special project focused on energy conservation and efficiency, with a total budget of €115 million, aimed at driving the energy transition through four sub-programs.

The Innovae Plan covers four main lines: sustainable mobility, tertiary buildings, industry, and refrigeration systems. Among these, the sub-program for deep renovation of tertiary buildings to achieve zero emissions will receive a €30 million allocation. The plan is funded by the National Energy Efficiency Fund (FNEE), with subsidies granted through a competitive application process, contingent upon project execution verification, timely certification of eligible expenses, and compliance with subsidized actions.
The budget distribution for each sub-program is as follows: €30 million for sustainable mobility, €30 million for industry, €30 million for deep renovation of tertiary buildings to achieve zero emissions, and €25 million for replacing refrigeration equipment. The maximum subsidy intensity depends on the project location and the type of beneficiary. Application evaluation will comprehensively consider project efficiency (measured by the ratio of cost to savings), the ratio of requested subsidy intensity to savings, degree of innovation and technological development level, and socio-economic benefits. Projects located in areas facing demographic challenges or just transition zones will receive higher scores.
Potential beneficiaries include companies, natural persons engaged in economic activities, universities, research and development centers, business consortia and groups, public sector entities, energy service companies, homeowners' associations, foundations, and third-sector entities.
The main line for existing tertiary buildings requires projects to include at least two types of actions: improvement of thermal performance of the building envelope, high-efficiency ventilation technologies, heat distribution and terminal units, indoor lighting improvements, automation and control, equipment for generating electricity, heat, or cooling using renewable energy sources, and digital solutions. Projects must achieve energy efficiency class A or B, realize at least 60% savings in primary energy and at least 20% savings in final energy, with a minimum eligible cost of €1 million, a maximum subsidy of €3 million, and an execution period of 24 months.
The sub-program for replacing large mechanical compression refrigeration systems will fund the replacement of compressors with a power exceeding 100 kW, using new compression systems or connecting to cold distribution networks. Refrigeration systems and projects related to the renovation of refrigeration or air conditioning facilities (including condensing units, regulation, monitoring, control, remote management, and facility management) are eligible for subsidies. Absorption and adsorption refrigeration facilities, as well as renovated refrigeration facilities with a Global Warming Potential (GWP) equal to or greater than 150, are not within the scope of funding. This line requires a minimum energy saving rate of 20%, a minimum cost of €100,000 per project, a maximum subsidy of €2 million, and an execution period of 18 months.
The sustainable mobility sub-program will fund actions aimed at reducing travel or improving transport energy efficiency, including innovative projects to avoid travel, modal shift promoting a transition to more efficient modes of transport, encouraging shared mobility, developing digital applications to reduce travel-related energy consumption, or achieving final energy savings in road transport. This line requires a minimum annual saving of 60 tonnes of oil equivalent, a minimum eligible cost of €200,000 per project, a maximum subsidy of €4.5 million, and an execution period of 18 months.
The industry sub-program will fund technological improvements in production processes to reduce final energy consumption through energy efficiency measures. Projects must demonstrate at least a 20% energy saving rate, with an eligible cost of at least €100,000, a maximum subsidy of €2 million, and a maximum financial equivalent of €4 million per thousand tonnes of oil equivalent of final energy savings, with a maximum execution period of 24 months.
The plan aims to contribute to achieving the national target for reducing final energy consumption during the 2021-2030 period, set in accordance with Article 8 of EU Directive 2023/1791 (September 13). The subsidies are part of the 2025 National Energy Efficiency Fund Action Plan managed by IDAE and will also help achieve the goals of the 2023-2030 National Integrated Energy and Climate Plan. Applications must be submitted through IDAE's electronic platform, and only projects that have not yet commenced execution before the application submission date will be considered. To publicize the tender details, IDAE will organize four technical webinars: on June 16 at 10:00 AM discussing zero-emission renovation projects for tertiary buildings; at 12:00 PM discussing sustainable mobility projects; on June 18 at 10:00 AM hosting a session on the industrial sector; and at 12:00 PM hosting a session on refrigeration equipment replacement.
